Pepper Steak Chinese

1-1/2 pounds beef round boneless meat
1 clove garlic, minced
1 / 2 teaspoon salt
1 / 4 teaspoon pepper
1 / 4 cup sauce
1 tablespoon hoisin sauce
1 teaspoon sugar
1 tomato, chopped
Two red or green pepper, cut into tablespoons cornstarch
3 tablespoons water
1 cup bean sprouts />

Fat first cut of meat and cut into thin strips. Mix the meat, garlic, salt, pepper, soy sauce, hoisin sauce, and sugar in the crock pot. Cover and simmer about 8 hours. 30 minutes before the cooking time is done, set your crock pot on high. Add the tomatoes and peppers. Dissolve cornstarch in water in a small bowl, stir into meat mixture. Cover and cook for 30 minutes or until thickened. Stir in bean sprouts. Sprinkle with onion. Serve with rice.

Chicken Chow Mein

1 tablespoon oil
1-1/2 pounds skinless chicken breasts, cut into 1 inch pieces
4 carrots, thinly sliced ??/>

1 cup chicken broth
1 tablespoon granulated sugar
1 / 3 cup light soy sauce
1 / 4 teaspoon crushed red pepper flakes
1 / 4 teaspoon ground ginger
1 clove garlic, crushed
8 oz bean sprouts />
1 / 4 cup cornstarch
1 / 2 cup water

Brown chicken in skillet. Place chicken pieces in crock pot and then add all ingredients except cornstarch and water. Stir and cover and simmer for 8 to 10 hours. September crock pot with corn starch and combine high and cold water in small bowl and stir until dissolved. Stir liquid in crock pot. Keeping cover slightly ajar to allow steam to escape, cook until thickened, about 15 to 30 minutes. Serve with rice or chow mein noodles.

Szechuan Pork

Pork chops 1-1/2 pounds boneless
1 to 8 oz bamboo shoots, drained
1-8 ounces water chestnuts, drained />

1 / 4 cup Szechuan hot bean sauce
1 / 4 cup soy sauce
2-1/2 tablespoons minced fresh ginger
2 tablespoons rice wine or dry sherry
4 teaspoons sesame oil
4 teaspoons sugar
8 cloves garlic, minced

Chops cut excess fat and brown on both sides in a skillet on the stove. Place chops in the bottom of the crock pot and covered with bamboo, water chestnuts and green onions. Combine remaining ingredients in a bowl and pour over vegetables. Simmer for 8 hours or until chops are tender and cooked through. Serve hot with cooked rice. Tropical Storm Irene: New York City Appears To Escape The Worst As Irene Moves On

NEW YORK -- Tropical Storm Irene unleashed furious wind and rain on New York on Sunday and sent seawater surging into the Manhattan streets. But the city appeared to escape the worst fears of urban disaster - vast power outages, hurricane-shattered skyscraper windows and severe flooding.

A foot of water rushed over the wall of a marina in front of the New York Mercantile Exchange, where gold and oil are traded, and floodwater lapped at the wheel wells of yellow cabs. As the storm marched into New England, though, authorities in its wake cautiously expressed relief.

New York City's biggest power company, Consolidated Edison, said it was optimistic it would not have to cut electricity to save its equipment. The Sept. 11 museum, a centerpiece of the rebuilding of the World Trade Center site, said on Twitter that none of its memorial trees were lost.

And Irene made landfall as a tropical storm with 65 mph winds, not the 100-mph hurricane that had churned up the East Coast and dumped a foot of water or more on less populated areas in the South.

"Just another storm," said Scott Beller, who was at a Lowe's store in the Long Island hamlet of Centereach, looking for a generator because his power was out.

Irene weakened to winds of 60 mph, well below the 74 mph dividing line between a hurricane and tropical storm. The system was still massive and powerful, forming a figure six that covered the Northeast. It was moving twice as fast as the day before.

The storm killed at least 14 people and left 4 million homes and businesses without power. It unloaded more than a foot of water on North Carolina and spun off tornadoes in Virginia, Maryland and Delaware.

And even after the storm passes in the Northeast, the danger will persist. Rivers could crest after the skies the clear, and the ground in most of the region is saturated from a summer of persistent rain.

But from North Carolina to New Jersey, the storm appeared to have fallen well short of the doomsday predictions. Across the Eastern Seaboard, at least 2.3 million people were given orders to evacuate, though it was not clear how many obeyed them.

Max Mayfield, former director of the National Hurricane Center, said the storm wasn't just a lot of hype with little fury. He praised authorities, from meteorologists to emergency managers at all levels, for taking the threat seriously.

"They knew they had to get people out early," Mayfield said. "I think absolutely lives were saved."

In Virginia Beach, the city posted on Twitter late Saturday that initial reports were promising, with the resort area suffering minimal damage. Ocean City, Md., Mayor Rick Meehan posted wind readings and reported: "Scattered power outages. No reports of major damage!"

Charlie Koetzle was up at 4 a.m. on Ocean City's boardwalk. Asked about damage, he mentioned a sign that blew down.

"The beach is still here, and there is lots of it," he said. "I don't think it was as bad as they said it was going to be."

Under its first hurricane warning in a quarter-century, the nation's largest city had taken extensive precautions. There were sandbags on Wall Street, tarps over subway grates and plywood on storefront windows. The subway stopped rolling. Broadway and baseball were canceled.

John F. Kennedy International Airport recorded a tropical storm-force wind gust of 58 mph. Kennedy, where on a normal day tens of thousands of passengers would be arriving from points around the world, was quiet. So were LaGuardia and Newark airports. So was Grand Central Terminal, where the great hall was cleared out entirely. Part of the Holland Tunnel was closed.

And 370,000 people in the city had been ordered to move to safer ground, although they appeared in great numbers to have stayed put. A storm surge of at least 3 1/2 feet was recorded in New York Harbor, and water pressed into Manhattan from three sides ? the harbor, the Hudson River and the East River.

"You could see newspaper stands floating down the street," said Scott Baxter, a hotel doorman in the SoHo neighborhood.

New York firefighters made dozens of water rescues, including three babies, and said they were searching bungalows that had floated down the street in parts of Queens. The wind and rain were expected to diminish by afternoon.

The National Hurricane Center said the center of the huge storm reached land near Little Egg Inlet, N.J., at 5:35 a.m. The eye previously reached land Saturday in North Carolina before returning to the Atlantic, tracing the East Coast shoreline.

Irene caused flooding from North Carolina to Delaware, both from the 7-foot waves it pushed into the coast and from heavy rain. Eastern North Carolina got 10 to 14 inches of rain. Virginia's Hampton Roads area was drenched with at least 9 inches, 16 in some spots.

More than 1 million homes and businesses lost power in Virginia alone. Emergency crews around the region prepared to head out at daybreak to assess the damage, though with some roads impassable and rivers still rising, it could take days.

Some held out optimism that their communities had suffered less damage than they had feared.

In North Carolina, where at least five people were killed and TV footage showed downed trees and power lines, Gov. Beverly Perdue said some areas were unreachable.

"Folks are cut off in parts of North Carolina, and obviously we're not going to get anybody to do an assessment until it's safe," she said.

A falling tree also killed one person in Maryland. A surfer and another beachgoer in Florida were killed in heavy waves caused by the storm.

A nuclear reactor at Maryland's Calvert Cliffs went offline automatically when a large piece of aluminum siding blew off and hit the facility's main transformer late Saturday night. An "unusual event" was declared, the lowest of four emergency classifications by the Nuclear Regulatory Commission, but Constellation Energy Nuclear Group spokesman Mark Sullivan said the facility and all employees were safe.

Near Callway, Md., about 30 families were warned that a dam could spill over, causing significant flooding, and that they should either leave their homes or stay upstairs. St. Mary's County spokeswoman Sue Sabo said the dam was not in danger of breaching.

Irene raked the Caribbean last week and made its first landfall Saturday near Cape Lookout, N.C., at the southern end of the Outer Banks.

Of the 14 deaths, at least nine were caused by falling trees or car crashes into trees. The victims included five in North Carolina, four in Virginia, one each in Maryland, New Jersey and Connecticut, and two in rough surf in Florida.

Irene was the first hurricane to make landfall in the continental United States since 2008, and came almost six years to the day after Katrina ravaged New Orleans on Aug. 29, 2005. Experts said that probably no other hurricane in American history had threatened as many people.

Airlines said 9,000 flights were canceled, including 3,000 on Saturday. The number of passengers affected could easily be millions because so many flights make connections on the East Coast.

The storm arrived in Washington just days after an earthquake damaged some of the capital's most famous structures, including the Washington Monument. Irene could test Washington's ability to protect its national treasures and its poor.

Near the epicenter of the quake, in Mineral, Va., trees were down, but the power stayed on.

"I was telling people, `All I can say is we all better go to church on Sunday,'" Mayor Pam Harlowe said. "But unfortunately a bunch of them are closed."

At the East Coast cleans up, it can't afford to get too comfortable. Off the coast of Africa is a batch of clouds that computer models say will probably threaten the East Coast 10 days from now, Mayfield said. The hurricane center gave it a 40 percent chance of becoming a named storm over the next two days.

"Folks on the East Coast are going to get very nervous again," Mayfield said.

FEMA Praised By Governors For Storm Response

WASHINGTON -- Governors of both parties are praising the federal response to Hurricane Irene, giving a much-needed vote of confidence to the Federal Emergency Management Agency (FEMA), which has been struggling to regain its good name after its response to Hurricane Katrina.

When asked by ABC's "This Week" host Jake Tappper whether there's anything that New Jersey needs from the federal government that it hasn't been getting, Gov. Chris Christie (R-N.J.) replied, "Not at this point."

Live Wires In The Water Around Hoboken, NJ

HuffPost's Hoboken Patch reports:

Flood waters rose as high as five feet in the western part of town and piers overflowed in uptown Hoboken on Sunday morning, as the worst of the storm hit as the Hudson was at high tide around 8 a.m.

Mayor Dawn Zimmer also warned residents that there are wires in the water at Fifth and Jefferson Streets, Sixth and Garden Streets, 703 Park Ave. and 800 Madison St. Walking in the water when there are wires down could cause electrocution, Zimmer said, and residents are urged to stay inside.

Around 9 a.m., the Hudson River as almost at the edge, due to excessive rain and high tide. Uptown piers have been flooded, according to emergency personnel.

Homes Damaged, Roads Closed In New Jersey

Four homes have been damaged and 25-percent of Westfield's roads are closed due to Hurricane Irene.

Fire Chief Dan Kelly said that four homes had trees or tree limbs fall on them causing structural damage to the home. In addition, downed trees and water in the road have closed a quarter of the town's roads.

On NBC's "Meet the Press," Newark, N.J. Mayor Cory Booker (D) called for more infrastructure investment, saying many of the post-Irene problems the city is seeing could have been avoided or lessened if its system was more up-to-date:

I'm very concerned in our country that we have not been investing in infrastructure like we need to. We're seeing in the city of Newark lots of flooding and problems because our infrastructure is getting very aged, and we haven't had the kind of investment, or the resources to put the investment into it, to keep our infrastructure strong and safe. And I know this is a problem from around the country. I've talked to many mayors. We need to understand that investment in infrastructure is actually going to save us money over the long term, it's going to keep people safe, and it's actually going to help our economy as well.

But in the end, they seemed to think it was really only a two-woman race between Beyoncé and Gaga.

So, why does Ronnie think Beyonce will win? "I'm gonna go with Beyoncé 'cause she wins every category that she's in," he said (defying logic and facts, we might add).

The experts have also been placing bets on who might nab Best Female at the VMAs. "I feel like Adele has to win one of these and this may be the one, just because among these people, she also feels like the outlier," Entertainment Weekly staff writer Kyle Anderson explained. "Everybody else is very polished and in the mainstream, and I like an outlier."

Consumer spending data allays recession worries (Reuters)

WASHINGTON (Reuters) ? Consumer spending rose at its fastest pace in five months in July, a further sign the economy is not falling back into recession, although manufacturing activity in Texas almost stalled this month.

Consumer spending increased 0.8 percent on strong demand for motor vehicles as Japan-related supply restraints faded, a Commerce Department report showed on Monday. Spending had slipped 0.1 percent in June

The size of the bounceback in spending, which accounts for about 70 percent of U.S. economic activity, beat economists' forecasts for a 0.5 percent advance. When adjusted for inflation, spending was up 0.5 percent last month, the largest gain in 1-1/2 years and the first increase since April.

"It's a little far-fetched to truly believe that we are headed into another recession. This data doesn't support that view at all," said Joel Naroff, chief economist at Naroff Economic Advisors in Holland, Pennsylvania.

The spending data was the latest to suggest the economy started the third quarter with some strength after growth slowed to a near halt in the first half of the year.

But the risks of a new recession have risen this month as stock prices plunged and consumer sentiment eroded.

The spending report showed inflation-adjusted after-tax incomes fell in July, while data from the Dallas Federal Reserve Bank indicated factory output in Texas ground to a near halt this month.

The Texas factory index dropped to 1.1 from 10.8 in July, while a business confidence gauge slid to -11.4 from -2.0. The decline in sentiment was in line with other recent regional manufacturing surveys. In these indexes, zero is the dividing line between growth and contraction.

Separately, the number of contracts signed for purchases of previously owned homes fell 1.3 percent last month. The housing market is being choked by an oversupply of properties.

Pending home sales usually lead existing home sales by a month or two and the decline in contracts signed pointed to a fall in August sales.

Investors focused on the spending data and bought U.S. stocks. Prices for U.S. government debt fell, while the dollar eased against a basket of currencies.

ECONOMY NOT FALLING APART

So far data from industrial production to retail sales and employment have been consistent with a slow-growth scenario rather than an outright contraction in economic output. Data for August will give an idea of how much damage the stock market turmoil inflicted on the already wounded economy.

The economy grew at a tepid 1 percent annual rate in the second quarter, with consumer spending rising at its weakest pace since the fourth quarter of 2009. The economy only expanded 0.4 percent in the first three months of the year

Some economists were skeptical the rise spending last month would be sustained, given the 0.1 percent decline in real disposable income, weak consumer confidence and still-sluggish job growth.

"My expectation is that August spending number retreats and income likewise will be flat due to very weak job creation," said Robert Dye, chief economist at Comerica in Dallas, Texas.

U.S. nonfarm payrolls likely increased 75,000 in August after rising 117,000 in July, according to a Reuters survey. The unemployment rate is seen unchanged at 9.1 percent.

Fed Chairman Ben Bernanke left the door open for further monetary stimulus in a speech on Friday in which he said bringing down the high level of joblessness was crucial to ensuring the economy's long-term health.

Although the spending report showed core inflation moving higher, analysts did not think this would tie the U.S. central bank's hands.

The core personal consumption expenditures price index, which strips out food and energy costs -- rose 0.2 percent for a second straight month, taking the year-on-year reading to 1.6 percent, the highest since May 2010, from 1.4 percent in June.

Overall inflation jumped 0.4 percent in July after dropping 0.1 percent in June.

"This does not rule out additional Fed stimulus when policymakers meet in September. But it doesn't exactly rule it in," said Chris Rupkey, chief financial economist at Bank of Tokyo-Mitsubishi UFJ in New York.

Oil rises as Irene heads for the East Coast (AP)

NEW YORK ? Oil rose Thursday afternoon as concerns grew about the potential impact of Hurricane Irene on U.S. oil and gas supplies.

Benchmark West Texas Intermediate crude rose 62 cents at $85.78 per barrel in New York. Brent crude, which is used to price oil produced abroad, rose $1.10 to $111.25 per barrel in London.

East Coast refineries are bracing for the possibility that Hurricane Irene could disrupt operations beginning this weekend. Refineries in Delaware, New Jersey, Pennsylvania and Virginia produce nearly 8 percent of the country's gasoline and diesel fuel. If they shut down due to the storm, it may push fuel prices higher.

Irene is forecast to impact a wide area, from North Carolina to Canada, with winds as high as 120 miles an hour and storm surge waves of 11 feet in some places. Some forecasters think Irene could be the worst hurricane to hit the Northeast in 50 years.

Gasoline pump prices increased nearly a penny on Thursday to a national average of $3.582 per gallon. A gallon of regular has fallen 40 cents since peaking in May near $4 per gallon, but it's still almost 89 cents more than a year ago.

In other energy trading, heating oil was virtually unchanged at $2.9656 per gallon and gasoline futures rose about a penny at $2.7671 per gallon. Natural gas was up 4.1 cents at $3.963 per 1,000 cubic feet after the government said the nation's supplies rose last week.

Earthquake shows difficulty of evacuation from DC

(AP) ? The nation's capital has prepared for emergencies with sleek communication systems, intelligence fusion centers and chemical detection centers at train stations.

But what showed during the 5.8-magnitude quake that shook much of the East Coast on Tuesday was that evacuating during an emergency could tax the city's resources ? and be decidedly complex and slow.

Traffic was snarled for miles in downtown Washington as employers released workers early at the same time and thousands of commuters tried to drive home or cram onto trains already overloaded and slowed by speed restrictions because of the quake. Rush hour began several hours early throughout the city, and several extra frustrations ? malfunctioning traffic lights, blocked-off streets ? added to the commuting headache.

"Not that yesterday was chaos, but definitely, it was not as smooth as it could have been," said Justin Thorp, 27, a marketing manager who works downtown and who escaped the congestion with a bicycle he found through a bike-sharing program.

A strong evacuation plan is seen as especially critical for Washington, the seat of federal government and a city perpetually on guard against terrorist attacks. The president and vice president and their families enjoy Secret Service protection, and Congress has security procedures to evacuate its members. Others would have to rely on the city and its surrounding Maryland and Virginia suburbs.

A U.S. Department of Homeland Security from about five years ago criticized the Washington region's emergency response plan as "not sufficient" for a catastrophic incident. The most recent response plan on the city's emergency management agency website, dated 2008, does describe some plans for evacuations but also suggests that it may be preferable to seek shelter where they are instead of trying to scramble home.

"Human beings have a propensity to take flight rather than just to stay where they are, which is a prudent decision in a lot of situations," D.C. Mayor Vincent Gray said Wednesday.

On Tuesday, some traffic lights malfunctioned and several streets closed as work crews surveyed reports of damage. Drivers honked and trudged their way through the gridlock.

The experience was reminiscent, if not nearly as tortuous, as a January snowstorm that stranded some motorists for 12 hours or more. And as Hurricane Irene snakes up the East Coast in the coming days, the slow going also raises questions about Washington's capability to carry out a swift and efficient evacuation in the event of a full-blown disaster.

Lauren Fogg, 23, got out of work early but decided to stay to wait out the commute. She called the reaction to the earthquake "pandemonium."

"D.C., despite being super prepared, isn't," Fogg said Tuesday evening while walking with a friend on Pennsylvania Avenue.

No mandatory evacuation order followed the earthquake, which isn't surprising given the sporadic and relatively minor damage the region sustained.

Very few circumstances would trigger a mandatory exodus of the entire city, said David Robertson, executive director of the Metropolitan Washington Council of Governments, an organization of Washington-area local governments.

Nonetheless, many office buildings, government agencies and other businesses emptied on their own, setting off an early rush hour.

D.C. officials say gridlock is unavoidable when workers choose to leave en masse, and infrastructure improvements alone ? such as building more bridges ? aren't a permanent fix.

Most of the 19 primary evacuation routes are jammed in rush hour even on an ordinary day. And in a city of not quite 70 square miles, the weekday population triples from 600,000 to 1.8 million because of workers ? an influx that strains the transportation infrastructure.

"Our population goes up 1.2 million every day, so technically, we evacuate every day," said D.C. Homeland Security Director Millicent West. "The transportation system is fragile on a good day, but we are able to move people out in an orderly fashion."

Officials say they compensated Tuesday by dispatching extra police officers to work traffic control and by activating rush hour train service about three hours ahead of schedule. Traffic lights on key outbound thoroughfares stayed green for far longer than usual. Carpool lane restrictions were lifted on highways in northern Virginia.

Officials also say the government alone is not responsible for a smooth evacuation. They say commuters should know their own alternate ride home ? a link on the D.C. government website allows users to type in their address and identify the quickest path out. And they say employers should be responsible for staggering departure times.

The mayor and West, the D.C. homeland security director, said better regional cooperation and more consistent public outreach would increase the possibility of a smooth evacuation.

The Metro Transit system, which handles about three quarters of a million daily rail passengers in the Washington area, activated additional trains and every available operator to accommodate a rush hour that began about three hours ahead of schedule, said Metro spokesman Dan Stessel. Commuters packed downtown rail stations and trains themselves were restricted to 15 mph so the operators would have sufficient time to brake if they encountered a problem because of quake damage.

Thorp said he was concerned about how the city would cope in the event of an actual disaster, but that mass crowds are a simple fact of life in D.C. He also questioned whether transportation headaches experienced in D.C. were really unique to the city.

"Whether it's walking or driving, taking public transit, whether it's the bus or the subway, I doubt any of them could handle all of the population trying to get home in the event of an emergency," Thorp said.

Real Estate In Florida | South Florida Banks Bear The Brunt Of The ...

Although the residential housing market is starting to show signs of recovery, South Florida?s commercial real estate is still in crisis. Bludgeoned by empty storefronts, diminishing rent prices and difficult to obtain credit, a sizable number of South Florida commercial property owners face default on their bank loans. Many fear that this could trigger another round of bank failures and further impede the economic recovery of the region.

Over the years, South Florida?s community banks have invested in commercial properties such as hotels, shopping centers and office space. According to analysis conducted for the Miami Herald, Florida financial institutions have twice as many commercial loans in their portfolios as out-of-state banks.

A recent example of the commercial real estate crisis is the seizure of Chicago-based Corus Bank by federal regulators. Corus was a major player in South Florida?s commercial real estate market and was undone by heavy lending in construction and commercial real estate.

From Fort Lauderdale to Boca Raton, there are more and more ?For Rent? and ?For Lease? signs appearing on commercial properties. Many highly desired commercial locations are now sporting vacancies. Local development projects are also under distress and face either cancellation or foreclosure such as the former Grand Bay Hotel in Coconut Grove.

The health of a commercial real estate market often provides a good look at the viability of a local economy. With South Florida employers continuing to lay off workers, more office space goes unused. This causes less people to have less purchasing power, causing retailers to have difficulty just hanging on, let alone opening new stores.

The negative impact of this crisis on South Florida?s overall economy is substantial. Real estate development, both commercial and residential, is one of Florida?s leading industries. This multibillion-dollar industry also supports many residual businesses, including construction, property management, interior design, furniture sales and property appraisers.

Adding to this dilemma is the fact that financing has dried up and few banks in South Florida are willing to refinance maturing bank loans. In the past, Wall Street would provide a significant portion of money for commercial properties by bundling these loans into securities. Due to previous problems in our financial institutions, this is no longer a viable option. One ray of hope in this crisis is that the Treasury Department is trying to boost the mortgage packaging market by encouraging investors to buy new securities by offering attractive new loans.

Only time will tell if this strategy can jump-start South Florida?s floundering commercial real estate market.

Pooches like this Australian shepherd can be trained to sniff certain markers on lung-cancer cells.

After billions spent on research and high-tech screening devices, one of the most efficient cancer-detecting tools turns out to have a wagging tongue, and it loves to have its ears scratched.

A study out of Germany and published in the European Respiratory Journal shows that dogs detected with fairly high accuracy the presence of lung cancer, just by sniffing the bottled-up-breath of subjects.

Researchers have for some time thought that certain cancerous cells carry the whiff of something called volatile organic compounds, which no human or even machine can sniff out. Dogs, however, use their amazing olfactory abilities to determine when tumors are present. They can even tell the compounds from other chemicals present, such as tobacco smoke.

Previous research has demonstrated that pooches can detect other cancers, including prostate.

In this study, conducted at Schillerhoehe Hospital, researchers trained four dogs ? two German shepherds, an Australian shepherd and a Labrador ? to find cancer among three groups of patients: 110 healthy people, 60 who had lung cancer, and 50 who had chronic obstructive pulmonary disease, a narrowing of the airways in the lungs.

According to the BBC, the dogs:

? all breathed into a fleece filled tube, which absorbed any smells. The dogs sniffed the tubes and sat down in front of those in which they detected lung cancer smells.

The animals correctly identified the cancerous samples 71 percent of the time, and they were even better at identifying the samples that didn?t have cancer ? 93 percent of the time.

Now, if researchers can only pinpoint what compound is giving off the smell, they can develop some kind of sensor to do the jobs the dogs perform so well, since keeping a canine on standby in hospitals probably wouldn?t work so well.

GOP using redistricting to shore up House majority (AP)

WASHINGTON ? The odds of getting re-elected have gotten better for Rep. Renee Ellmers and other Republican freshmen in the House ? thanks to GOP calculations in redrawing congressional maps.

The 47-year-old nurse who ousted seven-term Democrat Bob Etheridge by fewer than 1,500 votes last November will be running next year in a newly drawn North Carolina district that's less swing and more Republican. The outlook is brighter too for Texas Rep. Blake Farenthold, a conservative talk radio host who edged 14-term Democrat Solomon Ortiz by just 797 votes. Farenthold will find more Republicans in a Corpus Christi-based district that now stretches north.

Republicans romped last November, gaining 63 House seats to secure the majority, winning 11 governorships, including Ohio and Pennsylvania, and seizing control of the most state legislative seats they've held since 1928. The GOP is capitalizing on its across-the-board control in 26 states ? governorship plus legislature ? in the census-based drawing of a new political map that will be a decisive factor in the 2012 elections and beyond.

"Republican freshmen are finding the ground harden beneath them as their current swing districts become less competitive for Democrats," said Rep. Pete Sessions, R-Texas, chairman of the National Republican Campaign Committee. "Even seemingly small changes in district political leanings can mean big returns at the ballot box."

Nearly half of the states have finished redrawing House lines based on population changes, although lawsuits and Justice Department reviews loom. The immediate post-election claims that the GOP could add 15 to 30 seats in the U.S. House through redistricting have proven unfounded, in large part because Republicans captured so many seats last November. Instead, the GOP has used the redistricting process to shore up its most vulnerable lawmakers, people like Ellmers and Farenthold.

"Redistricting starts with Republicans at a peak," said Tim Storey, an elections analyst with the nonpartisan National Conference of State Legislatures. "They hold a solid majority of seats in the House. It's hard to gain much more."

In the last election, Republicans took control of the governorships and legislatures in Michigan, Wisconsin and Indiana. That grip on power is reflected in the latest congressional lines. The GOP improved the political landscape for freshman Rep. Todd Young in southern Indiana, for example. And two of Michigan's newest members, Dan Benishek in the north and Tim Walberg in the south, got a boost, as did Rep. Thaddeus McCotter, who's also running for president. Wisconsin's Paul Ryan and Sean Duffy also are looking at districts with more Republicans.

Republican optimism aside, Democrats are making the most of their opportunities. They've drawn favorable district lines in Illinois. And they're hoping several political realities will help the party pick up the 25 net seats needed to recapture the House. Next year is a presidential election year, with the promise of higher turnout and an electorate with a greater number of Democratic-leaning younger voters and Hispanics. President Barack Obama will head the party ticket against a still to-be-determined Republican, who could either win over independents or send them running toward the Democrats.

Candidate recruitment and financial resources also will be factors in 2012.

In Illinois, Democrats ensured that the new political map makes life extremely tough for half of the state's 11 House Republicans. The Democrats focused on competitive districts close to Democratic strongholds, carving up huge swaths of GOP territory and creating some difficult matchups for GOP incumbents. Freshman Republican Robert Dold is suddenly in a race against seven-term Democrat Jan Schakowky. Freshman Republican Adam Kinzinger's hometown of Manteno is now in nine-term Democrat Jesse Jackson Jr.'s district. Two Republican freshmen, Joe Walsh and Randy Hultgren, are now in the same district.

Rep. Steve Israel, D-N.Y., who heads the Democratic Congressional Campaign Committee, calls Illinois the party's "center of gravity" in the campaign to take back the House.

"Cook County still rules," observed Thom Serafin, a political communications analyst in Illinois. "Everything around them may be getting redder."

In California, Democrats have the potential to gain 3 or 4 seats based on the map drawn by the 14-member Citizens Redistricting Commission, an independent panel that paid more attention to geography and ethnicity than incumbency. Longtime Republicans Gary Miller and Ed Royce face uncertain futures as does David Dreier.

The Democratic outlook is the mirror opposite in North Carolina, where Republicans took control of the legislature last year ? the first time since 1870. The new GOP-driven map makes the districts of conservative to moderate Democrats Heath Shuler, Larry Kissell, Mike McIntyre and Brad Miller more Republican. Miller loses the urban sections of Wake County while Shuler loses a good chunk of the city of Asheville.

And even though Democrat Bev Perdue is governor, she has little say in redistricting. The political parties in North Carolina agreed years ago that the governor couldn't approve or reject the map.

Not surprisingly, Robin Hayes, chairman of the North Carolina Republican Party, was gleeful as he looked ahead to 2012 and the prospect of the GOP reversing the Democrats' 7-6 edge in House seats. Not only does the party have the new map, but Hayes argued that the economic policies of Obama and Perdue's support for the president will help boost the GOP.

"It's a buffet line of reasons to vote Republican," Hayes said.

Miller and Kissell, however, bucked the Republican wave in 2010, a remarkable feat considering how many conservative Southern Democrats were knocked out. Favorable factors for the Democrats include Obama's plentiful resources, aimed at again winning a state he captured in 2008, and the choice of Charlotte for the Democratic National Convention next summer.

Paul Shumaker, a Republican political consultant, said nothing's certain: "North Carolina is a swing state."

Several states still must finish their maps ? Ohio, New York, Pennsylvania and Florida, the latter expected to be completed next year.

Florida voters last year backed an initiative that requires redistricting that favors geography and compact districts over incumbency, which could improve Democrats' chances. Florida Republicans currently hold 19 House seats, Democrats six.
