(AP) ? The driver parked outside a hotel and surveyed the leisurely summer scene at the Venice Beach boardwalk: Hundreds of people were sitting at cafes, walking along the seashore or shopping at vendors selling jewelry or art.

Then, according to surveillance video, the man got into a large black car, steered around a vehicle barrier and accelerated mercilessly through the crowd, hitting one person after another as bystanders tried desperately to get out of the way.

Saturday's hit-and-run killed an Italian woman on her honeymoon and hurt 11 others who only a moment earlier had been enjoying an afternoon near the beach at the height of vacation season.

A couple of hours later, authorities arrested a man on suspicion of murder after he walked into a police station in neighboring Santa Monica and said he was involved.

Nathan Louis Campbell, 38, of Los Angeles, remained jailed Sunday on $1 million bail.

Police declined to discuss a motive but Deputy Chief Kirk Albanese said there was no indication that the attack was a terrorist act or that anyone else was involved.

By the time it was over, the driver had covered about a quarter of a mile along the boardwalk before fleeing. The entire incident was over in minutes.

Witnesses reported a horrifying aftermath.

People were " stumbling around, blood dripping down their legs, looking confused not knowing what had happened, people screaming," said Louisa Hodge, who described "blocks and blocks of people just strewn across the sidewalk."

The Italian woman was identified as Alice Gruppioni, 32. Her family in Bologna told the Italian news agency LaPresse that she had been on her honeymoon after a July 20 wedding.

Gruppioni worked as a manager for the family business Sira group, which makes radiators. Her father, Valerio Gruppioni, runs the company and was formerly president of the Bologna soccer team, according to LaPresse.

The family declined to speak to The Associated Press on Sunday.

Another person was critically injured. Two others were taken to hospitals in serious condition. Eight suffered less serious injuries, police said.

According to security video and witness accounts, the driver parked next to the Cadillac Hotel and twice walked out to the boardwalk before getting into the Dodge Avenger. He carefully maneuvered between a storefront and metal poles that had been erected to prevent anyone from driving onto the boardwalk.

Then he stepped on the accelerator and plunged into the crowd.

"I heard a big 'boom, boom,' like the sound of someone going up and down the curb, it was super loud," said Alex Hagan, who was working the desk at the hotel.

The driver knocked over two mannequins and an ATM and started hitting people, swerving from side to side and often running straight into victims. Video showed the car struck at least three vendors ? a fortune teller, a couple selling jewelry and a woman who does tattooing.

Two women who appeared to be in their 60s were also hit. Many people ran after the car, screaming and cursing as it sped away, Hagan said.

Golestan Alipour was bartending at Candle Cafe & Grill when the menacing vehicle drew near.

"The restaurant was full. Everybody ran," Alipour said.

It was not immediately clear how fast the car was going.

The driver eventually turned up a side street and headed away from the ocean. The car was later found abandoned less than two miles away, police said.

At the scene, detectives searched for evidence across the boardwalk, which is in a part of Los Angeles known for eccentricities. The 1.5-mile ribbon of asphalt ? which runs along the sand a few hundred yards from the ocean ? is home to galleries, restaurants, tattoo shops, skateboard parks and the famous outdoor weight room known as Muscle Beach. It can draw as many as 150,000 people on summer weekends.

Hodge said she and her friend, Ashley Taylor, had noted the large number of people walking along the seaside.

"It was a really nice day. There were tons of people out. In fact, we were talking about how packed it was, because we were having a hard time getting through all the people," Hodge said.

The two women stopped to buy ice cream and a couple of hats, which may have saved their lives. They stepped out of a store as emergency crews arrived.

Hodge saw a man and woman lying next to each other, wearing head braces, barely able to move but grasping hands.

Los Angeles Councilman Mike Bonin said there have been previous problems with motorists accidentally driving onto the boardwalk, especially during the evening, because many entrances aren't blocked and there are no signs warning them about entering a pedestrian area.

However, four yellow metal poles blocked the roadway used by the hit-and-run driver, who squeezed past the barrier by driving onto a sidewalk, authorities said.

"The frightening part," Bonin said, was that this part of the boardwalk was "one of the more protected streets."

The crash was not far from where an elderly driver sped through an open-air farmer's market in Santa Monica in 2003, killing 10 people and injuring more than 70 others.

Investigators said George Weller, who was 86 at the time, mistakenly stepped on the gas instead of the brake and then panicked. He was doing up to 60 mph when he plowed through the market. Weller was convicted of 10 counts of vehicular manslaughter with gross negligence and was sentenced to probation.

peopleDr. Craig White of Davidson Family Medicine has reeled in a couple of local and national honors this summer in polls of his fellow docs. In July he landed on Charlotte Magazine?s Top Doctors List. And he?s also in the 2013 Best Doctors in America.

Dr. White is a north Mecklenburg native and Davidson College graduate, who has been a family physician in the Lake Norman area for more than two decades. Initially, he worked in big medicine, in practices that were part of the region?s two big hospital groups.

But a dozen years ago, he decided to go independent. ?I decided I wanted to do things differently. I saw where the hospital model was headed,? he said in a March 2013 interview on DavidsonNews.net. While working in a large hospital-affiliated group, he said, ?It just appeared in later years to be very volume-driven, productivity oriented.?

Charlotte Magazine?s list was the result of an online survey sent to 3,000 physicians in Mecklenburg, Cabarrus, Union and Gaston counties. Dr. White was picked for the third time this year, in the Family Medicine category.

Six doctors from Huntersville also made Charlotte Magazine?s list this year: B. Vittal Shenoy (pathology), Barbara E. Meyer (family medicine), Kemery Gilbert (pathology), Peter Capizzi (plastic surgery), Thomas Batchelor (internal medicine) and Thomas Jenike (family practice).

Doctors were asked whom they would call if the they or a loved one were sick. The magazine said its survey is not tied to advertising and the results were secret until publication. Doctors were not allowed to vote for themselves.

BEST IN AMERICA, TOO

Meanwhile, a nationwide survey of 45,000 physicians across the U.S. produced the 2013 Best Doctors in America List. Dr. White was named to the list for the fourth time.

Best Doctors in America is assembled by Best Doctors Inc., which asks physicians: ?If you or a loved one needed a doctor in your specialty, to whom would you refer??

Doctors don?t pay to be included in the Best Doctors database, nor are they paid to provide their input, Best Doctors said. The survey organizers said the list represents those doctors recognized by their peers as the top 3-5 percent of their respective specialties.

?It?s incredibly rewarding to know so many of my respected peers recognize me as an expert in the field of family medicine,? according to Dr. White, who is the only family physician named to the Best Doctors list from northern Mecklenburg/south Iredell County.

China will host a senior ministerial meeting with the Association of South-East Asian Nations (Asean) on August 28-29 on establishing a Code of Conduct (COC) in the South China Sea for handling the various territorial disputes between Beijing and the region that threaten another wise peaceful relationship.

"This step we are taking is a measure of our mutual partnership in managing our differences amicably as a member of one big family would do," Thai Foreign Minister Surapong Tovichakchaikul told a forum on the 10th anniversary of Asean-China strategic partnership.

"This is just the beginning of talks on the COC," Surapong said. "There are many details to work out so we may have to meet many times." China has in the past insisted that South China Sea disputes need to be handled bilaterally, and had refused to start negotiations with ASEAN on a Code of Conduct, arguing that a Declaration on the Conduct of Parties in the South China Sea (DOC) had already been signed in2002.

"As far as the China side is concerned we wish to seriously discuss and steadily advance the COC process," said Chinese Foreign Minister Wang Yi, but, he cautioned, "it?s a gradual process from the DOC to the COC." Among the 10 members of Asean, Brunei, Malaysia, the Philippines and Vietnam have territorial disputes with China in the area, which claims oil reserves of up to 30 billion tonnes and 20 trillion cubic metres of gas reserves.

The South China Sea is one of the few bones of contention between China and Asean.

Chinese investment in ASEAN amounted to more than 4 billion dollars in 2012, when bilateral trade amounted to 400 billion, making China Asean?s largest trade partner.

Yi acknowledged that China?s tremendous growth over the past 30years had created "certain suspicions" among its ASEAN partners. "Anyone could feel uneasy about a close buddy who has all of a sudden grown in to a big fellow," Yi said.

(AP) ? Tony Award winners Diahann Carroll and Denzel Washington will play mother and son on Broadway in a spring revival of the classic American play "A Raisin in the Sun," an opportunity that has left him "overjoyed" and her "thrilled."

"I think it's one of our most original plays and I think that's why it keeps coming back," said Carroll by phone from Los Angeles. Washington, en route to a film set in Boston on Thursday afternoon, agreed: "It's one of those classics."

Previews of Lorraine Hansberry's play begin March 8 at the Ethel Barrymore Theatre with an opening night scheduled for April 3. Kenny Leon, who directed Washington on Broadway to a Tony in "Fences," will helm the production.

Both Carroll and Washington confessed that they were somewhat daunted by the prospects of an eight-show week. For Carroll, it's the first time on Broadway in 30 years but "once you're into the flow of it, it becomes a life style." Washington, speaking on the way to the set of "The Equalizer," said theater and film ? with its 14-hour days ? were both tests of endurance.

"While you're sleeping tonight, I'll be running around on the street of Boston so I don't take that lightly," he said. "I don't think eight-shows-a-week is necessarily harder, but the energy I get from the audiences, you don't get that on a film."

Set in the late 1950s in a rundown South Side Chicago apartment, "A Raisin in the Sun" deals with the hopes and disappointments of a black family trying to find a better life in a white neighborhood. It was the first play by a black woman to be produced on Broadway. Hansberry became the youngest American and the first black winner of the New York Drama Critic's Circle Award, in 1959.

Carroll, 78, met Hansberry before the playwright died of cancer at age 34 in 1965. "She was extraordinary and I think that's one of the reasons why it is an honor to be asked to be part of this," said Carroll. "She faced everything with such intelligence and grace. She was dying when we met but you would never have known that."

This will be the second Broadway revival of the play. The original Broadway production in 1959 featured Sidney Poitier, Ruby Dee, Claudia McNeil and Diana Sands, all who reunited for a 1961 film adaptation. The last Broadway revival occurred in 2004, starring Diddy, Phylicia Rashad, Sanaa Lathan and Audra McDonald.

The play's central conflict concerns Lena Younger's late husband's insurance money. She wants to use it to move the family out of their cramped tenement apartment and into a house in a white neighborhood on Chicago's South Side. She also wants to pay her daughter's medical school tuition.

But her son, Walter Lee Younger, sees the money as a chance to open a liquor store and be more like the wealthy white men for whom he works as a chauffeur. He wants to make life better for his own son and pregnant wife. "I open and close car doors all day long. I drive a man around in his limousine and I say, 'Yes, sir; no, sir; very good sir,'" he tells his mother in one scene.

Washington, whose film "2 Guns" opens Friday and was recently a best actor contender at the Academy Awards for playing alcoholic pilot Whip Whitaker in the film "Flight," recalls the film fondly, while Carroll vividly remembers seeing the original cast on Broadway.

"It was like an out-of-body experience watching that group of people make this thing come alive," she said. She had always wished to play the part of Ruth Younger, Dee's part. "Playing the mother is not something I really thought I'd live to be," she said with a laugh.

The new production will also star Academy Award-nominee Sophie Okonedo from "Hotel Rwanda," making her Broadway debut as Ruth Younger, and Tony Award-winner Anika Noni Rose ("Caroline, or Change") as Beneatha Younger.

The cast also includes Stephen Tyrone Williams, most recently in "Lucky Guy," and Jason Dirden and Tony-nominee Stephen McKinley Henderson, both of whom were in the recent revival of "Fences" with Washington. Influential theater and film creator Scott Rudin is producing.

During her long career, Carroll earned a Tony for the musical "No Strings" and an Oscar nomination for "Claudine." She became the first black woman to star in a non-servant role on TV in "Julia," the groundbreaking situation comedy that aired from 1968 to 1971. This marks her first return to Broadway since she was a replacement in "Agnes of God" in the early 1980s and she's already spent three months working on her character.

"I feel that most of us like to come back to the theater for multiple reasons ? it is a reminder of what we can do, what we cannot do and what it is we need to address in terms of holding on to whatever gifts God was kind enough to give us," Carroll said. "It's a responsibility to that gift. Things like that come with responsibility and I'm not sure that I expected it at this time, but I think Scott Rudin is an extraordinary human being."

Washington, 58, has two Oscars to his name for "Glory" (1989) and "Training Day" (2001). His other nominations came for "City Freedom," ''Malcolm X" and "The Hurricane." He won a best actor Tony in 2010 in August Wilson's "Fences," playing the larger-than-life garbage man whose dashed dreams of baseball glory have given him a rigid, embittered sense of responsibility. He had previously been on Broadway in 2005 in a production of "Julius Caesar."

He and Carroll have met over the years and share a mutual respect. She calls him an "extraordinary talent" and he says simply: "Diahann Carroll. That's all you need to say. What a story. What a life."

"A Raisin in the Sun" is held in special regard by writers and historians. Playwright Bruce Norris' "Clybourne Park," which imagines what might have happened to the Youngers, won the 2011 Pulitzer Prize for drama and the Tony Award for best play in 2012. And this year, British actor, director and playwright Kwame Kwei-Armah unveiled his spin-off play "Beneatha's Place" in Baltimore.

"A Raisin in the Sun" and "Clybourne Park" were among the most produced plays in the nation in the 2012-2013 season, according to the Theatre Communications Group.

4 GOP Candidates For Minn. Gov. To Meet In Forum

MOUNDS VIEW, Minn. (AP) ? Four Republicans with eyes on Minnesota governor?s office are sharing a stage as they angle for the party?s 2014 nomination.

A candidate forum billed as the first with all four announced candidates was scheduled for Thursday night in Mounds View.

Businessman Scott Honour, Hennepin County Commissioner Jeff Johnson, state Sen. Dave Thompson and state Rep. Kurt Zellers were expected at the event. Other Republicans are mulling campaigns, but haven?t gotten into the race.

This time next year, Republicans will be choosing a nominee to take on Democratic Gov. Mark Dayton. He is seeking a second term.

The forum was being sponsored by four local GOP chapters and was to be moderated by Tea Party Patriots coordinator Walter Hudson.

    Asian stock markets eke out slight gains

    BANGKOK (AP) ? Asian stock markets eked out slight gains as traders refrained from big moves ahead of a meeting of the U.S. central bank that starts later Tuesday.

    The Federal Reserve is not likely to announce any policy changes at the conclusion of its two-day meeting, but markets will be on the lookout for hints of an expiry date for the Fed's massive stimulus program.

    "Apparently investors are in no mood to place any large bets ahead of the conclusion of the ... meeting on Wednesday but prefer to stay on the sidelines," Anthony Lam of Credit Agicole CIB in Hong Kong said in a market commentary. "As such markets will likely trade in relatively tight ranges for the day."

    The Fed is currently buying $85 billion in Treasury and mortgage bonds a month in a move that has kept long-term rates near record lows and supported economic recovery. The program has been a boost to stock markets, since low interest rates make equities and commodities a more attractive investment.

    Economic data this week could go a long way to determining when the central bank begins to reduce its monetary stimulus. Many in the markets think the Fed could start paring back its stimulus program as early as September.

    Japan's benchmark index recovered some of the territory lost during Monday's plunge. The Nikkei 225 index jumped 1.4 percent to 13,851.60 despite a drop in industrial output for June. The Economy Ministry said manufacturing slipped 3.3 percent from the month before in June and was 4.8 percent lower than a year before.

    While the data underscored the fragility of Japan's economic recovery, it also could provide further argument in favor of the aggressive steps taken by Prime Minister Shinzo Abe to rejuvenate the moribund economy, analysts said. His "Abenomics" policies employ aggressive monetary easing to fight deflation and higher government spending to jump-start an economy stuck in neutral for decades.

    "It's probably not a bad thing that industrial production fell. It gives more justification for Abenomics," said Evan Lucas, market strategist at IG in Melbourne, Australia.

    Elsewhere, South Korea's Kospi advanced 0.8 percent to 1,914.48. Hong Kong's Hang Seng added 0.7 percent to 21,997.18. Markets in mainland China, Taiwan and Indonesia also rose. Australia's S&P/ASX 200 shed about 0.1 percent to 5,042.50.

    Benchmark crude for August delivery was down 24 cents to $104.31 per barrel in electronic trading on the New York Mercantile Exchange. The near-month contract for the benchmark grade fell 15 cents to close at $104.55 a barrel on the Nymex on Monday.

    In currencies, the euro fell to $1.3258 from $1.3261 late Monday. The dollar rose to 98.29 yen from 97.90 yen.

    Florida Cops Shoot Unarmed Black Man In His Mother's Driveway | ThinkProgress

    have you noticed with all the gun promotion ease of acquiring them, carry permits and yet every Black person of late we hear being killed has been unarmed, are they being stifled in attaining guns while their counterparts just have to be White?

    This weekend, deputies from Escambia County, Florida shot an unarmed man who went to grab cigarettes from the car parked in the driveway of his mother?s home. A neighbor called police at 2 a.m. because he suspected 60-year-old Roy Middleton was stealing the car. Things quickly escalated when two deputies arrived and ordered Middleton to ?get your hands where I can see them,? the?Pensacola News Journal reports:

    [Middleton] said he initially thought it was a neighbor joking with him, but when he turned his head he saw deputies standing halfway down his driveway.

    He said he backed out of the vehicle with his hands raised, but when he turned to face the deputies, they immediately opened fire.

    ?It was like a firing squad,? he said. ?Bullets were flying everywhere.?

    The deputies reportedly fired about?seven shots?at the unarmed man; Middleton was shot in the leg, and another five bullet holes hit the car and the side of house.

    MOBILE, Alabama ? A federal jury today took about 45 minutes to find a Texas man guilty of participating in a conspiracy to sell millions of dollars? worth of cocaine in southwest Alabama.

    The jury found Hubert Rivas-Granados, 46, guilty of conspiracy to possess with intent to distribute cocaine. But in a small consolation for the defense, the jury determined the amount involved was between 500 grams and 5 kilograms.

    Does anyone still use Twitter #Music? Why the Web and iOS app are quickly fading into obscurity

    It?s been a little over three months since Twitter #Music was launched on the Web and iOS. The release signalled Twitter?s desire to broaden its influence on the Web. To be more. To leverage the ever-increasing number of tweets to disrupt the status-quo.

    Yet for all its hype, Twitter #Music has been a disappointment. The mobile app sits patiently in a folder on my iPhone, gathering virtual dust and a sense of increasing irrelevancy. I have no desire to open it. Perhaps that?ll change with a future update, but for now it remains rather useless.

    It?s not just me either. I?ve asked friends and family what their go-to app is for listening to music on the move. Spotify, Rdio and the default iOS Music app rank high. Twitter #Music does not.

    Admittedly, that?s a small group of people to poll. But a quick inspection of the top free music apps in the App Store tells a similar story. Alongside the apps I just mentioned are Deezer, Soundcloud and Shazam, as well as a bunch of emerging services such as Bloom.fm filling out the top 20.

    Twitter #Music isn?t featured. Nor is it in the top 50. Top 100? Nope. Top 200? Nope. At the time of writing, the app sits ranked 285. Ouch.

    So why is no-one using it?

    The purpose of the Twitter #Music app is three-fold; help listeners discover new music; act as an overlay for playing said music; incentivize the music industry ? particularly artists and labels ? to continue engaging with their fans on Twitter.

    To help users find a bunch of brilliant new records, the app offers five charts with rather ambiguous names such as ?Emerging?, ?Unearthed? and ?Hunted?. They all sound inviting, but I couldn?t tell you what the difference is between any of the three.

    Tapping one reveals a very compact grid filled with tiny square display pictures. Each of them represents an artist and they?re ranked in accordance with their popularity. The interface is pretty terrible though and at times completely bewildering. The various images are the size of my fingernail and reveal next to nothing about the artist or the sort of music they play. Twitter has also chosen to show their Twitter handle by default ? rather than the artist?s name ? which only adds to the confusion.

    Selecting a specific artist then reveals a jarring profile page that tries to blend both their Twitter account and more of these tiny cuboid images. It?s the same story in the app?s ?Suggested? and ?#NowPlaying? sections. Everything feels unrefined and lacks consistent aesthetics.

    Too many alternatives that are just better

    Discovering new music should be a visually stunning and frictionless experience. Soundwave, Bloom.fm and even the ?Discover? tab in Spotify do a much better job of this than Twitter #Music by keeping their respective interfaces refreshingly simple and uncluttered. Twitter?s mobile app just feels messy in comparison.

    Twitter #Music would also be a novel proposition if it offered its own digital storefront or an on-demand streaming service. But it doesn?t do that either. Tracks are either 30-second previews from iTunes with direct store links ? another bid to get music labels and artists on side ? or only supported with an active Spotify or Rdio subscription.

    It begs the question though: why would a Spotify or Rdio subscriber leave their dedicated mobile app for this? There?s no way to create custom playlists, queue tracks or access premium features offered by these more robust and expansive services. The idea, presumably, is to reinforce Twitter #Music?s discovery options by giving users the ability to listen to new tracks in their entirety.

    Twitter #Music lacks a defining feature or hook to keep users engaged. It?s an odd blend of ideas that never seem to mesh or offer a significant value proposition to the listener. There?s some potential here though and plenty of time for Twitter to turn it around ? but no wonder it?s performing so poorly in the App Store at the moment.

    Chinese troops make fresh incursion bid in Chumar

    Close on the heels of over a dozen incursions since the face off in Ladakh in April from across the Line of Actual Control (LAC), Chinese troops made a fresh attempt to violate the International Border at Chumar area in North east of Leh on July 20 but were forced back by Indian troops.

    The 'assertive posturing' by the Chinese troops, who had climbed a small mountain where they faced Indian troops, has been flashed to all units along the Sino-India border in the area to keep a strict vigil on their movement, official sources said on Thursday.

    Chinese troops claimed it was their territory and they were headed towards to Tible area, five kilometres deep into the Indian territory.

    Chumar, which is located 300 kms from Leh, is the last town after which Himachal Pradesh starts. This area also has the distinction of having a defined International Border with China.

    Chinese troops, who were confronted almost bang on the border by alert army and ITBP troops, said they needed to follow the orders PLA headquarters and conduct some photography in Tible area.

    However, after a usual face-off drill, the Chinese troops who had to walk down a long stretch to reach Chumar, sought assistance in getting some food as they had run out of their stock, the sources said.

    While no food was provided as the troops did not carry it with them, some cans of juices were given to the PLA soldiers, the sources said, adding the Chinese troops then retreated into their area.

    Variety chats with Tyler, one of its 5 Power of Youth honorees in it?s July 23 edition, about why this cause is close to his heart.

    Although ?Teen Wolf? star Tyler Posey has been involved with the Leukemia and Lymphoma Society for just a few months now, the multitalent (who augments his screen career playing lead guitar for rockers Lost in Kostko) stresses that the connection was both immediate and heartfelt.

    ?I initially declined Variety?s request to be a part of this Power of Youth, as I wasn?t involved in a cause, and I didn?t want to become part of some charity just for the sake of it,? Posey admits. ?But then the Leukemia and Lymphoma Society approached me, and this was special for me as it mainly focuses on blood cancers ? and my family has suffered a lot from cancer ? and is largely based on volunteer work, which I think is awesome.?

    Posey, who also appeared in the early-summer satire ?Scary Movie 5,? reports that his aunt died two years ago from breast cancer, and that his mother has recently battled the same disease and another form of cancer. Fortunately, he adds, ?She had various surgeries and she?s doing great now, so joining the Leukemia and Lymphoma Society is very personal for me, and it makes my mom feel very happy that I?m now a part of it.?

    He also stresses the org?s strong research program: ?Not only do they deal with blood cancers, but their research has developed into treating other cancers. They?ve raised millions of dollars and invested hundreds of millions into their research, and I feel it?s time they were better known. Whatever I can do to help by being in the spotlight is great.?

    The event where he, along with Nina Dobrev, Abigail Breslin, Jake T. Austion and Quvenzhane Wallis will be honored will hold on July 27 in LA.

    WASHINGTON -- A Texas man ran a Ponzi scheme through the virtual online money system called Bitcoin, pocketing some of his investors' proceeds for his personal expenses and gambling, securities regulators charged on Tuesday, warning that the rise of such digital currencies could lead to more frauds.

    The Securities and Exchange Commission said in a statement that Trendon Shavers, 30, of McKinney, Texas, and his company Bitcoin Savings & Trust used money from new investors to cover withdrawals by other investors and his own expenses.

    He raised at least 700,000 Bitcoin, or $4.5 million, from investors in multiple states, the SEC said.

    Attempts to reach Shavers or find a representative were unsuccessful. The agency is moving to freeze Shavers' assets and seeking other relief, including financial penalties.

    Bitcoin, which is not managed by any one company or government, is a relatively new phenomenon that exists through an open-source software program. Users can buy Bitcoin through exchanges that convert real money into the virtual currency.

    In its statement about the Shavers case, the SEC on Tuesday also said it issued an alert warning investors to be on the lookout for scams involving virtual currencies.

    "We are concerned that the rising use of virtual currencies in the global marketplace may entice fraudsters to lure investors into Ponzi and other schemes," the SEC said.

    Less regulatory oversight and supposed greater privacy of virtual currencies compared with conventional ones could make virtual currencies more attractive to scammers, the agency said.

    The U.S. government in May seized two accounts linked to a large Bitcoin operator, Tokyo-based exchange Mt. Gox.

    Also in May, U.S. prosecutors filed an indictment against the operators of digital currency exchange Liberty Reserve, accusing the Costa Rica-based company of helping criminals around the world to launder more than $6 billion in illicit funds.

    Bitcoin grabbed headlines in early July when Cameron and Tyler Winklevoss, the twins famous for having alleged that Mark Zuckerberg stole the idea that became Facebook Inc, applied to the SEC to launch a Bitcoin-tracking exchange-traded product (ETP) called the Winklevoss Bitcoin Trust.

    It is unclear whether the SEC's concerns about Bitcoin laid out in its investor alert on Tuesday could pose a problem for that offering.

    The application is currently being reviewed by the SEC's Corporation Finance Division. That division reviews applications to ensure they meet SEC filing guidelines but cannot reject one based on the offering's merits.

    However, once an exchange applies to list the ETP, another division in the SEC that oversees trading and markets can explore whether a Bitcoin product is viable or potentially vulnerable to manipulation.

    The price of Bitcoin rose slightly to $96.50 during early Tuesday afternoon trading, after ending Monday at midnight at $93.

    Once you take the leap to freelance, you?re committing to a lifestyle, which has its perks, yes, but managing the cash flow can get a little tricky. The Brooklyn Arts Council hosted a health insurance primer for freelancers at the Brooklyn Public Library in Bushwick last Wednesday. For those of you who were tied to a gig, here?s a recap:

    In a nutshell:?As of Jan 1, 2014, the Affordable Care Act will require most Americans to have health insurance, or suffer tax penalties. Insurance companies will no longer be able to deny coverage for any reason. If you?re unable to get coverage through an employer, or through an alternative organization, you?ll be able to buy it on the open market on New York State?s new health exchange website as of October 1, 2013. Single people who earn less than $46,000 per year (or $94,200 for a family of four) are eligible for subsidies. Medicaid will also be expanded for minimum wage workers. If income is variable, you can project anticipated income based off your 2013 tax returns, though if you underestimate, you could be penalized. Here are other local groups that offer information and, in some cases, low-cost coverage:

    The Actor?s Fund

    The Actor?s Fund is a nationwide human services group that helps professionals who work in the field of performing arts and entertainment. They have a Health Insurance Resource Center with a comprehensive website?that details how the upcoming health reforms will effect?freelancers and those who work in the arts. The website includes a booklet called ?Every Artist Insured: Understanding Healthcare Reform,? which explains how to make the most of upcoming reforms, along with a timeline. They also offer free individual counseling in their offices and, for those who qualify, a free city health clinic. Every Thursday from 12:30-1pm at their main office (729 7th Ave.) they offer group tutorials, a seminar with slides and a Q&A where the public can learn more about upcoming healthcare reforms and hear about options for coverage.

    Woodhull Medical Center?s Artist Access

    Woodhull Medical Center?s Artist Access program is a health-care initiative based at Woodhull Medical and Mental Health Center in North Brooklyn. They serve many different kinds of artists including visual, painters, muralists, actors, directors, producers, musicians, puppeteers, writers, etc. Their program offers sliding scale services to those who qualify. Artists can also exchange creative services for healthcare; for every hour worked, they get a $40 credit. Examples include actors who have helped to train physicians on how to break bad news; musicians who play in the hospital; a photographer who photographs newborns, etc. This program offers comprehensive medical services. Immigration status plays no part. For information, call the Artist Access hotline: 877-244-5600.

    Freelancer?s Union

    Freelancer?s Union is a nonprofit, Brooklyn-based labor organization that offers health insurance, dental, long-term disability and a 401K. It?s free to join, and there are no yearly dues. (For health insurance, you must live in New York State, though if you travel, your benefits are transferable; they use Blue Cross/Blue Shield network). At the time you submit?your application for health insurance, you can?t work 35 hours a week as a W2?employee unless you work for an employment agency, or are hired?for 18 months or less. Eligible industries (also very broad) include: arts, design, entertainment, media, advertising, financial services, nonprofit, technology, domestic childcare, skilled computer user, healthcare provider. You have to submit supporting documents that show that you work in an eligible industry, and that you?ve either made $10,000 in the last six months, or that you?ve worked 20 hours per week for the last 8 weeks. Individual plans range from $225 to $603. (Most plans include the Freelancer?s Medical Program, which is a free primary care clinic in downtown Brooklyn). Freelancer?s Union will also have a plan sold on the open market exchange come Oct. 1.

    Is India about to become the next hotbed for original pharma research?

    Pass the paracetamol.

    The Indian pharmaceutical industry could be about to step up to the big league with the launch of a new original diabetes drug, Lipaglyn, developed by homegrown pharma group Zydus Cadilla. With annual revenues of $1bn, Zydus? chairman and managing director Pankaj Patel, expects the new drug, which tackles both high blood sugar and cholesterol in a single pill, to more than double that amount, calling it a potential ?blockbuster?.

    Due to be released in the coming months in India, it will take another 3-5 years of clinical trials before being cleared for sale in the more tightly regulated western markets. After years of the Indian pharma industry producing cheap knock-offs of western medicines, it is ?time for India to give back,? according to Patel, ?(having) benefited for years from the research and development efforts in other countries.?

    This reputation for a culture of imitation drug production has led to repeated accusations from western pharma companies of poor IP protection by Indian authorities. US giant Pfizer, among others, have called on lawmakers to do more to protect the millions spent on R&D, which will not be turned into revenues if the Indian generics market is allowed to continue churning out cheaper alternatives. This culminated in US Secretary of State John Kerry discussing the issue with Indian policymakers during his recent visit to the country.

    But that has still not stopped some companies falling foul of the Indian system, with the Supreme Court rejecting Novartis? bid to protect its new leukemia drug with a patent in January, paving the way for India?s pharma companies to produce generic versions at a fraction of the cost. Gleevec, which can cost up to $31,000 a year in India is now being undercut by the generic version, which costs just $2,100 a year.

    Still, Zydus? Lipaglyn could be the start of a move from generics manufacture to original research across the rest of the Indian pharma industry. G. Shah, secretary-general of the Indian Pharmaceutical Alliance, sees this latest development as critical if Indian pharma companies, such as Glenmark and Biocon are to compete on the world stage; ?Our credibility is at stake now? People have been branding us as a?copycat industry, and this is a departure from that,? he said. ?We are not just copycats, but we are transforming into creating original research products also.?

    Zydus have spent close to $450m developing new drugs since 2001, while Glenmark spent nearly $1billion on R&D in the last year alone. However, not everyone shares this enthusiasm, with Gayatri Saberwal of the Institute of Bioinformatics and Applied Biotechnology, Bangalore, last year voicing his concern over the Indian pharma sector?s R&D abilities. Based on analysis of the patents being granted in the sector, he found a tiny minority were for genuinely original research, thus making the ?prospects for original drug discovery in India poor,? he said. ?There is probably a long way to go for Indian companies to undertake highly innovative work?.

    Just what success the Indian industry is able to achieve internationally will not become apparent on these shores for some time yet, with the development of news drugs taking years. So we will have to stick to our tried and tested remedies in the short term at least, just as the Indian generics industry will also continue to cause a headache for western pharma companies until their original research starts to bear fruit.     Israel premier fast-tracking peace referendum bill

    JERUSALEM ? Israel's premier announced Monday he is fast-tracking legislation that would allow him to put any future peace deal with the Palestinians to a national referendum.

    Prime Minister Benjamin Netanyahu said a referendum is needed to prevent a rift in Israeli society. Polls have suggested a majority of Israelis support the establishment of a Palestinian state alongside Israel, but many groups are vehemently opposed, including hard-liners among Israel's West Bank settlers.

    Some issues are particularly explosive, including partition of Jerusalem, home to major religious shrines and claimed by both sides as a capital.

    Netanyahu's announcement came three days after U.S. Secretary of State John Kerry said progress has been made toward a resumption of talks following a five-year hiatus.

    Kerry invited negotiators to Washington for preliminary talks in the coming days or weeks, though wide gaps remain between the sides on the framework for actual negotiations.

    Netanyahu said Monday that he would present proposed legislation soon to his Cabinet and then to parliament, but he did not disclose details of the planned bill.

    "Any agreement that is not approved by the people is not worthy of being signed," Netanyahu said in a televised announcement from Israel's parliament.

    On an issue as important and fateful as a peace deal, "it is desirable that it be presented to every single citizen to decide," he said.

    Israeli politicians are divided on a referendum, seen by some as an attempt by hard-liners to torpedo any deal.

    Netanyahu's two main coalition partners, the pro-settler Jewish Home party and the centrist Yesh Atid faction, have said they favor a referendum, indicating easy passage if a bill reaches parliament.

    Israel's chief negotiator with the Palestinians, Justice Minister Tzipi Livni, has said she opposes the idea and that important decisions should be left to democratically elected leaders.

    Separately, Palestinian President Mahmoud Abbas said in comments published Monday that he also plans to a referendum on any possible peace deal, reiterating a long-standing Palestinian position.

    PM Abe's bloc wins big in upper house vote, priorities in focus

    TOKYO (Reuters) - Prime Minister Shinzo Abe's ruling bloc won a decisive victory in an upper house election on Sunday, cementing his grip on power and setting the stage for Japan's first stable government since the charismatic Junichiro Koizumi left office in 2006.

    The victory gives the hawkish leader a stronger mandate for his "Abenomics" recipe to revive the economy, but it also raises questions over whether he will shift his focus to his nationalist agenda, or be able to keep his party in line to push through structural reforms many say are vital for growth.

    The win spells a personal political redemption for Abe, who led his Liberal Democratic Party (LDP) to a humiliating defeat in a 2007 upper house poll during his first term as premier.

    The ensuing parliamentary deadlock allowed the opposition to block legislation and led to Abe's resignation two months later. That "twisted parliament" has hampered policies for most of the six years since and led to a string of revolving-door leaders.

    "People wanted politics that can make decisions and an administration with a stable grounding, which led to today's result," LDP Vice President Masahiko Komura told public broadcaster NHK.

    "'Abenomics' is proceeding smoothly and people want us to ensure the benefits reach them too. That feeling was strong."

    Abe, 58, who returned to power after a big win in December's lower house poll for his LDP and coalition partner New Komeito, has said he will remain focused on fixing the economy with a mix of hyper-easy monetary policy, fiscal spending and a growth strategy including structural reforms. LDP leaders repeated that pledge on Sunday as the votes were being counted.

    "What the public is demanding the most is to solidify the trend of economic recovery," said LDP Secretary-General Shigeru Ishiba.

    But concerns have already surfaced that the size of the LDP-led bloc's victory will weaken Abe's resolve for economic reform in the face of opposition to deregulation from LDP lawmakers with close ties to industries that would suffer from change.

    "So far, Abe's opponents were opposition parties. But from now on, he might find himself having to fight with people within his own party," said Tomoaki Iwai, a political science professor at Nihon University in Tokyo.

    "It is too early to tell if he can maintain his leadership as he did so far."

    Critics also worry Abe will shift focus to the conservative agenda that has long been central to his ideology, and concentrate on revising the post-war pacifist constitution and recasting Tokyo's wartime history with a less apologetic tone.

    Such a shift, along with moves to strengthen Japan's defense posture, would further fray ties with China and South Korea, where bitter memories of Japan's past militarism run deep. Tokyo is already engaged in tense territorial rows with Beijing and Seoul over tiny, uninhabited islands.

    "I have the impression that Prime Minister Abe wants to revise the constitution, though I don't think it will be easy," said apparel firm employee Etsuko Yamada, 35, who voted for the opposition Japanese Communist Party.

    "I want him to show Japan's presence through diplomacy with strong negotiating power, not though military power by spending money to rearm."

    OPPOSITION DRUBBING

    Abe has declined to say whether as premier he will visit Tokyo's Yasukuni Shrine for war dead, where Japanese leaders convicted by an Allied tribunal as war criminals are also honored. A visit on the August 15 anniversary of Japan's defeat in World War Two would spark outrage in the region.

    A Reuters poll showed Japanese firms generally wanted the LDP to win the election but they worry a landslide victory would allow Abe to prioritize nationalist policies over the economy, as critics say he did during his troubled 2006-2007 term.

    Final results will be known late on Sunday or early on Monday.

    Media exit polls showed the LDP and New Komeito would win more than 70 of the 121 seats up for grabs in the 242-seat upper house. With the coalition's uncontested 59 seats, that hands it a hefty majority, solidifying Abe's grip on power and raising the chances of a long-term Japanese leader for the first time since the reformist Koizumi's rare five-year term ended in 2006.

    No election for either house of parliament need be held until 2016.

    The exit polls showed, however, that the LDP fell short of winning an upper house majority in its own right for the first time since 1989, although it could put in a better performance than in 2001, when the party was led by the popular Koizumi.

    The LDP and two smaller parties that back Abe's drive to revise Japan's pacifist constitution to legitimize the military looked to fall short of the two-thirds majority needed to take revisions of the charter to a public referendum, the exit polls showed. Those parties have two-thirds of the lower house seats.

    Despite the LDP-led bloc's win, the party's pro-nuclear power stance is unpopular, and plans to restart reactors that have been off-line since the March 2011 Fukushima nuclear disaster could run into trouble.

    Abe will also have to decide whether to go ahead with an increase in a 5 percent sales tax to 8 percent next April, the first stage in a planned doubling of the levy to rein in Japan's massive public debt.

    The main opposition Democratic Party of Japan, which surged to power in 2009 to end more than half a century of almost non-stop LDP rule only to be ousted last year, suffered its biggest drubbing since its founding in 1998. Exits polls showed the party winning 21 or fewer seats.

    "Given that this government is getting a big mandate out of what seems to be a low turnout, it's not like there's a popular enthusiasm strongly behind Abe," said Kochi Nakano, a political science professor at Sophia University.

    "It's sort of an empty victory that's exaggerated both by the electoral system and because of the low turnout, so we can talk about the crisis of Japanese democracy. It's unhealthy for any parliamentary democracy not to have opposition that would keep the government in check."

    Many anti-LDP voters, faced with a fragmented opposition, cast their ballots for the Japanese Communist Party to vent their frustration.
