Fed cuts economic growth forecast

Ben BernankeBen Bernanke is due to give a press conference later

The Federal Reserve has voted to keep US interest rates on hold for the 22nd meeting in succession, as expected.

Its policy-setting Federal Open Market Committee said that while the US economy was continuing to recover "at a moderate pace" this was "somewhat more slowly" than it had expected.

It added that the continuing economic weakness was mainly due to temporary factors, such as higher energy prices.

Federal Reserve chairman Ben Bernanke will give a press conference later.

The central bank is also due to publish its latest economic projections.

US interest rates have now been between 0% and 0.25% since December 2008 in an effort to boost economy growth.

The Federal Reserve said rates would probably remain at this level "for an extended period".

44 killed in Russian plane crash, 8 survivors (AP)

ST. PETERSBURG, Russia ? A Russian passenger jet crashed in heavy fog and burst into flames on a highway in northwestern Russia, killing 44 people, officials said. Eight people survived.

The Tu-134 plane, belonging to the RusAir airline, had taken off from Moscow and was moments from landing at the airport of Petrozavodsk when it slammed into the highway just before midnight Monday, Emergencies Ministry spokeswoman Oksana Semyonova told The Associated Press.

The ministry said in a statement on its website that 44 people were killed, including four with dual U.S. and Russian citizenship. Eight survivors, including a mother and her 9- and 14-year-old sons, were hospitalized in critical condition in Petrozavodsk.

The ministry said the crash happened just outside a small village, but no casualties were reported on the ground.

Petrozavodsk is in Karelia province, near the Finnish border, about 400 miles (640 kilometers) northwest of Moscow.

Russia's top investigative agency said bad weather, human error or a technical malfunction might have contributed to the crash.

Adding to the difficulty of landing the plane in deep fog, the runway's high-intensity illumination intended to help the crew at times of low visibility failed just as the plane was on its final approach, Alexei Morozov, deputy head of the Interstate Aviation Committee, said, according to the ITAR-Tass news agency.

The airport's chief, Alexei Kuzmitsky told the Interfax news agency that according to preliminary information, the descending plane clipped a power line, cutting off the runway lights.

RusAir said the plane was in good working order.

The Tu-134, along with its larger sibling the Tu-154, has been the workhorse of Soviet and Russian civil aviation since the 1960s. The model that crashed was built in 1980, had a capacity of 68 people and a range of about 2,000 kilometers (1,240 miles).

Magomed Tolboyev, a highly decorated veteran Russian test pilot, said that the Tu-134, while outdated, has a good reputation for its reliability and that human error was the most likely cause. "The human factor is always key, especially now when the level of crew training is very low and not controlled by the government," Tolboyev said, according to Interfax.

Russian television stations broadcast footage of charred plane fragments strewn around the highway, less than one kilometer (about half a mile) short of the runway. Landing gear jutting out from the ground was the only recognizable plane part.

The state news network Rossia-24 broadcast footage of a woman showing video she shot on her phone of the plane burning on the highway. A nearby road sign indicating the way to the airport stood undamaged.

The plane was carrying 52 people, including nine crew members, Semyonova said. Four people with dual U.S. and Russian citizenship were listed among the dead ? Lyudmila Simanova, Alexander Simanov, Yelizaveta Simanova and Yekaterina Simanov. The U.S. Embassy had no immediate information.

The official list of victims included a Swedish citizen, a Dutchman and two Ukrainians. Russian Premier League soccer referee Vladimir Pettay also was listed among the dead.

The Karelia branch of the Emergencies Ministry said radio contact with the pilot was lost at 11:40 p.m. local time. The plane's flight data recorders have been recovered.

Prime Minister Vladimir Putin was due Tuesday at the Paris Air Show to support dozens of Russian firms seeking sales contracts.

In recent years, Russia and the other former Soviet republics have had some of the world's worst air traffic safety records, according to official statistics. Experts blame the age of aircraft, weak government controls, poor pilot training and a cost-cutting mentality for the poor safety record, leading to emergency landings being reported with alarming regularity.

Polish President Lech Kaczynski was among 96 people killed when his Tu-154 crashed in heavy fog while trying to land near the western Russian city of Smolensk in April 2010.

In 2006, three crashes ? two in Russia and one in Ukraine ? killed more than 400 people.

The International Air Transport Association noted Monday that Russia has recently made progress on air safety, with none of Russia's 13 largest air carriers suffering an accident with loss of life over the past three years.

Getting The Best Of Home Inspection Montreal When Purchasing Property

Buying a house is indeed an important undertaking that will require one to ensure that everything is in its rightful place. This is why there is a need to have the services of home inspection Montreal experts to ascertain that the house is indeed in the right condition. This involves checking areas such as plumbing, roofing and other areas that determine the condition of the house before purchasing it.

The major role of the inspector is to ensure there are no damages on the house and if there are they are repaired by the seller. Some of these include checking whether there are leaky roofs so that the repairs can be carried out accordingly. Electricals should also be thoroughly checked in order to ascertain they are in their right functioning condition.

The best company to work with is one that provides all the estimates of the cost to be involved in the repairs. This is something that is quite important because it plays a role in ascertaining the cost of the house and also whether it is highly priced. This process also goes a long way in determining how much the house is likely to cost after all the repairs have been carried out.

It is always good to have an inspector who has the ability to give the buyer a step-by-step guide on what is required in the house. Home buyers should avoid buying a house that is never inspected because this could easily lead to more expenses after the purchase. It is common among many buyers to bear a significant portion of the repair costs. This is something that largely depends on the nature of repairs that are required for the house and the way in which they deal with this is by including the cost in the overall selling price.

The inspectors should take the buyer through the entire process of analyzing costs for the refurbishments. Buying and entering a house that is never inspected is calamitous as there are might damages that will increase the cost of the house quite prohibitively. Most sellers usually bear the cost of the repairs. It should however not come as a surprise to note that the cost has been included in the overall price for the house.

It can at times be a daunting task to hire a reliable inspector since most of them tend to turn up during the time of the inspection. It is therefore imperative to ensure that the company one intends to hire is honest in its operations.

Getting the best of home inspection Montreal professional requires one to be keen on the expertise and skills. This goes hand in hand with ensuring that the person fully understands the nuts and bolts of this work at hand so as to avoid disappointments.

Brilliant Swimming Pool and Hot Tub Solutions from Leisure Industries

When you are thinking about adding a swimming pool to your lot you should consider both location and design. The design and location are integrated and so you need to consider both when planning your swimming pool. Professional contractors are great resources so consider asking a local contractor?s advice about location and design. The location will determine issues like the size of the pool, shape and privacy. It will be quite expensive to level out the area where you want to build your pool if it is not level to begin with. Landscaping such as trees can cause a mess in your pool so keep that in mind when choosing your landscaping. For the depth needed in your pool you should consider if you will be using it to dive, jump and play or just to relax. Of course location and design will depend on your budget.

Whether you choose an above ground or in ground pool, the features you?d like as well as the location and design will all affect the price. Although they look better in ground pools cost more and require a larger amount of space. When you determine your budget take both building costs and maintenance costs into account. It is important to set a realistic budget and stick to it because there are so many great features that you could include if you had a limitless budget. Elaborate design features include painting designs on the floor of your pool or installing underwater lights. There are a number of water features that you can have built into your pool including a heater, waterfalls, islands, beaches, tables, diving platforms and handicapped access. Remember that some features will greatly increase your costs..

One decision that home owners may struggle with is whether to get an in ground or above ground pool. Since they have more functionality and have better aesthetics in ground pools are most popular. Although in ground pools cost more money they will add more value to your home than an above ground pool will. People will choose an above ground pool when they want to reduce their costs or if they have limited space. You can use a kit to build your above ground pool or have one custom built. Improve the look of your above ground pool by surrounding it with decking and also to help reinforce the pool sides. When you build an above ground pool you can use fiber glass or metal frames. No matter whether you have an above ground or in ground pool ensure that the pool deck is well constructed and safe..

Safety is a key concern with swimming pools. You have to follow safety bylaws in your area, may of which require fencing around the pool area. Although costly, a benefit to fencing your pool is that it can improve the privacy of your pool area. Another safety feature to consider for your swimming pool is to ensure you have safety equipment like life vests, rings and rope nearby. To have a diving board you have to ensure you pool is deep enough. Diving boards need to be adequate length and properly constructed. Some areas require certain no-slip materials to be used when constructing the deck. Another necessary pool safety feature is a pool cover, which will protect your pool from people accidentally falling in when you are not home or using the pool. Pool covers protect your pool from getting messy and are a must when it is time to winterize your pool.

You can have a lot of fun with your swimming pool and ensure it is used often by accessorizing. Volleyball nets and beach balls are sure ways to get people into your pool. Some more expensive pool accessories like water slides, diving boards, spas and floating furniture will also add to your water fun. Lounge furniture is a nice way to make your pool deck inviting.

If you?re not terrified of the truth, then you will be fine ? Hot Tubs . How to gain the total EDGE employing swimming pools Toronto.

Washington Capitals 2011 NHL Free Agency Preview

CHECK OUT THE 2011 NHL DRAFT PREVIEW

When the 2011 NHL Draft concludes on June 25th, general managers across the league will begin to turn their attentions to when unrestricted free agents throughout the league become free to move clubs on July 1st. This day is the most discussed and analysed each year, and is always a frenzy and a joy to follow. After another disappointing season, Capitals general manager George McPhee is sure to be active in free agency. Though he rarely makes big splashes, he often uses free agency to sign good role players for a good price (without giving up any assets).

The Caps biggest need going into free agency is to find a defensively solid two-way center, whether he is second, third, or fourth line quality. The most important aspect is excellence in the faceoff circle. The team needs a center who will be able to take the bulk of the faceoffs in the defensive zone and relieve pressure. One of the main problems for the Capitals team at the moment is that the Nick Backstrom ? Alex Ovechkin line is often forced to take those defensive faceoffs (no-one else is solid enough in the dot) and that takes away offensive zone draws. If the Caps can find their man, we should see Ovechkin and Backstrom back to their old ways next season. The team may also look to add some scoring on the bottom lines as well as depth defensively. Finally, the Caps?are rumoured to be looking for a top-six forward?who would provide?a shake up of the team?s core. Here are five players the Capitals may take?a run at on July 1st and beyond:

?Jonathan Ericsson

?6-4, 220, D, Detroit Red Wings

?Ericsson would bring more depth to a Caps defensive corps that has been growing in recent years. The Swede brings great size and outrageous strength, and would fill the role of a physical presence that fans crave. He can also chip in with a timely goal and is a very solid two-way defenseman. Despite his size, he is a strong skater and is able to beat forwards to the puck. He has become very important on the Red Wings blueline, but they have expressed an interest in letting him walk and giving their prospects a chance. Subsequently, rumours are swirling that the Caps are interested in him, so don?t be surprised to see him in on the roster on opening night

?Sami Salo

?6-3, 212, D, Vancouver Canucks

Salo coming to the Caps would depend entirely on whether or not Scott Hannan will be back. Hannan may ask for too much and Salo may have more value. With a good defensive lineup, the Canucks have said that Salo, who spend most of this season injured, is expendable. The Finn has great size and uses that height to his advantage when he blocks shots. He can produce offensively often, and despite his defense-first mentality he would take pressure of the Caps? power play specialists. He has been all the way to the Stanley Cup final this season and knows what it takes to get there. If he could stay healthy, the veteran (36) would be a terrific addition to a young Capitals blueline.?

?Scottie Upshall

?6-0, 200, RW, Columbus Blue Jackets

Upshall is a hated man in DC due to his days with the Philadelphia Flyers. If Caps fans can see beyond his past and see the player he has become, he would be a great signing for the team. He can provide good scoring on the second and third lines and could be a good complement to Alex Semin and Jason Arnott, should he re-sign. He scored 22 goals with 12 assists in a full season this season, but is really pesky around the opponent?s net and creates chances for his linemates. He won?t make any friends on the ice, but Semin would definitely be happy to have him on his team and would be a different player. Upshall brings attitude to the ice; maybe that?s what the Caps need to get to the next level.

?John Madden

?5-11, 190, C, Minnesota Wild

Madden has been linked with the Capitals a lot so far this offseason, but it doesn?t look like he?ll be playing in the red come opening night. He has already responded to the rumors by saying he is either re-signing with the Wild or retiring at 39. If the Caps could pick him up, he would probably fill a role on the 3rd or 4th line as a center who can take faceoffs and win them consistently. He is a penalty killing specialist who has a great two-way game and brings that veteran presence. He also played with Mike Knuble while at Michigan University. Madden would be that guy to take some defensive faceoffs and take pressure off the first line to do it. A crucial pickup for the Capitals is they can convince him to come.?

?Vernon Fiddler

?6-0, 202, C, Phoenix Coyotes

Fiddler, like Madden, is a faceoff specialist who is solid defensively whose his signing would lead to more offensive starts and subsequently more points for Ovechkin and his linemates.?Aside from having one of the best names in the NHL, he is a center with?decent size who can pitch in offensively and be a good presence on the penalty kill. He is a good skater and has very quick feet, and he can bring that veteran presence to the Caps even though he hasn?t had too many playoff experiences. He is a great leader and has acted as Phoenix?s alternate captain in recent years.?He is expected to be re-signed by Phoenix but if he hits free agency then the Caps may swoop.

Merkel and Sarkozy urge Greek aid

rioters in GreeceGreek Prime Minister George Papandreou hopes his cabinet changes will restore stability

The leaders of Germany and France have said that they want a new rescue package for debt-laden Greece to be agreed as soon as possible.

Angela Merkel and Nicolas Sarkozy were speaking after Greece's Prime Minister George Papandreou announced a cabinet reshuffle.

The changes include a new finance minister, Evangelos Venizelos.

Mr Papandreou wants to impose political stability as Greece awaits approval for the next tranche of bail-out money.

Mrs Merkel and Mr Sarkozy met in Berlin after a public disagreement between their governments over whether private investors should be forced to assume a greater burden to resolve Greece's debt crisis.

There had been calls in Germany that investors should allow Greece extra time to pay off debts and should be made to participate in future fundraising by the Athens government.

After the meeting, the two leaders said they agreed that any private sector involvement should be "voluntary" not compulsory.

It was unclear under what terms private investors might voluntarily take part in a Greek bail-out.

But the comments by Mrs Merkel and Mr Sarkozy were seen as a signal to banks and bondholders that they will not be made to incur losses on Greek debt.

Countries most expose to Greek debt

Mrs Merkel is facing a backlash domestically over Germany's huge financial contribution to European bail-outs.

France's big three banks - Credit Agricole, BNP Paribas and Societe Generale - are heavily exposed to the Greek economy.

This week, ratings agency Moody's warned it may downgrade the three French banks because of their exposure to Greece.

Mrs Merkel and Mr Sarkozy stressed that a "voluntary" extension of maturities of Greek government bonds held by private investors should be part of that solution in order to ensure market stability.

"There are worries that we want to cause a credit event," Mrs Merkel said. "We do not want that. This is about a voluntary participation."

Rating agencies and the European Central Bank had warned that imposing a rescheduling of Greek debt on bondholders would count as a "credit event" - a partial default by Greece - sending panic through financial markets and intensifying problems in Portugal, the Irish Republic and Spain.

The announcement from France and Germany eased tensions in financial markets.

After initially extending their week-long falls, Europe's main bourses recovered on Friday, with France's Cac 40 index up 0.6% and Germany's Dax index up 0.8% by mid-afternoon trading.

Man in Athens

Some Greek citizens are sceptical the cabinet reshuffle will solve the country's economic problems

In New York, the Dow Jones index climbed 0.6% in early trading.

A Spanish bond auction underlined the fears of contagion from the Greek crisis, with investors demanding a higher rate of return.

Although appetite for the issue was strong, the average rate demanded for the 15-year bonds was a euro-era high for Spain of just over 6%.

The yield on Spanish 10-year bonds is near an 11-year high, trading on the secondary market on Friday at 5.64%, just off the rate's peak of 5.70% on Thursday.

The new Greek finance minister, Evangelos Venizelos, will take over from George Papaconstantinou, and the move sparked a jump in Greek bank shares.

However, analysts were divided over whether the cabinet reshuffle would restore confidence.

The European Union's top financial official, Olli Rehn, has indicated that Greece is likely to get its next round of funds in July if Mr Papandreou's government can pass new budget cuts and privatisations before the end of the month.

Greece needs a 12bn-euro loan to avoid defaulting on its debts due for repayment over the next few months.

Vandals Trash Church, Security Guard Missing

The pastor of Increasing Faith International Ministries, a small church in DeKalb County, Georgia, was stunned to find that vandals destroyed everything inside the sanctuary overnight and the volunteer security guard has gone missing. Pastor Easton Brooks says the church has been burglarized at least twice this year, but last night's break-in was the worst. "It looked like a war zone -- projectors knocked off the ceiling, offices broken into, all the furnishings are turned over, the computers smashed to pieces. Everything is smashed." Investigators found a mysterious note written an offering envelope. The word "Love" had been circled in blue ink, and at bottom was written "all of you so much" and "thought you cared for me." To add to the mystery: Randy Morgan, a homeless man and church member, was supposed to be serving as guard last night. He's gone missing. His cell phone was found inside the church and his car parked outside.

Songs About Golf

golf 385 Songs About GolfLegendary Tribune columnist Bob Verdi often described the XRT Golf Outing as ?longer than most wars.? Today?s outing is at beautiful Lost Marsh Golf Club in Hammond. This weekend is the U.S. Open where the course?s degree of difficulty is turned up so much that we get to see accomplished pros whiff in the rough. Just like we do. So my musical playlist turns to the stupidest game ever invented. Robin Williams? profane reverie on the original description of the rules remains the standard.

States in play: 5 Obama states that the GOP could win back (Exclusive to Yahoo! News)

By Josh Kraushaar
National Journal

President Obama won 365 electoral votes in 2008, but with a struggling economy, his campaign is focused on defending the gains he made.

National journal interviewed 10 veteran Democratic and Republican strategists to get their sense of which states will be toughest for Obama to hang onto. Based on their feedback, here's the list of the five states that supported Obama in 2008 that are most likely to vote Republican:

1. Indiana (11 electoral votes). That the president's advisers are privately downplaying their chances of recapturing the traditional GOP stronghold?and talking up, instead, his chances in other longer-shot states like Arizona and Georgia?is a clear sign the Hoosier State is looking out of reach. Democrats took it on the chin during the midterms, losing a Senate seat and two of the state's nine House seats. The recession has hit Indiana particularly hard: Unemployment hovers near 10 percent.

2. North Carolina (15 electoral votes). Obama traveled to Durham this week to make his case for reelection?the latest sign that the White House views the Tar Heel State as squarely in play for 2012.? It fits to a tee the profile of the states Obama is targeting?diverse, well-educated, with a growing proportion of its population in cities and suburbs.? The Democratic convention is being held in Charlotte, which should excite the home-state base.

But underneath those encouraging indicators are telltale signs that recapturing North Carolina is easier said than done. Obama won the state by a razor-thin, 14,000-vote margin in 2008, thanks to record black and youth turnout. With unemployment at 9.7 percent and the recession disproportionately affecting those groups, it's hard to foresee that same level of enthusiasm again.

Other factors don't bode well for Obama, either: the state's Democratic governor, Bev Perdue, has struggled with low approval ratings and faces the likelihood of a tough challenge from former Charlotte Mayor Pat McCrory. The state's most prominent Democratic politician, former presidential candidate and Sen. John Edwards, might be on trial around the time of the president's reelection campaign.

PICTURES: Obama, other presidents go gray on the job

3. Florida (29 electoral votes). The Sunshine State's 10.7 percent unemployment rate is the nation's fourth highest. Little has improved economically since the 2010 midterms, when Democrats lost the governor and Senate contests, and saw four Democratic House seats flip to the GOP. For a president who won Florida by just a three-point margin in 2008, that's not a recipe for success.

Two other major warning signs for Obama: His handling of Israel has hurt him with the traditionally Democratic Jewish community, which makes up a small but significant part of the Florida vote. That could be pivotal in a close race.

Who is Rep. Weiner's Wife? Huma Abedin Comes Into the Fore

Another factor playing to the GOP's advantage: Marco Rubio. The freshman senator has kept a low profile since being elected to the Senate, but he looks like a leading contender to emerge as the GOP presidential nominee's running mate. If he were to be selected, he'd be the first Hispanic candidate on a national ticket. Just as Sen. Joe Lieberman's status as the first Jewish nominee on a major-party ticket helped his presidential running mate, Democrat Al Gore, compete in Florida in 2000, Rubio on the ticket would have a similar halo effect for Republicans.

4. Ohio (18 electoral votes). Talk to enough Democratic strategists who have worked in the Buckeye State and you'll inevitably hear anxiety about the president's standing here.? Obama has visited Ohio more than any other battleground state since being elected, but it hasn't made much of a difference in his poll numbers. Obama's message that the economy has been turning a corner has been off key with a blue-collar electorate that hasn't been feeling much of a recovery.

The president's pitch on saving the domestic auto companies from bankruptcy is targeted at a manufacturing state like Ohio, but the argument seems to be falling on deaf ears. It's a tough sell?one Democratic strategist who ran races in Ohio last year lamented that, even in Democratic-friendly districts, the auto-bailout message was a losing issue in focus groups.

The One Issue That Gets Obama to Raise His Voice

A Quinnipiac poll, conducted from May 10-16, shows the challenges Obama faces in Ohio. While his overall approval rating (right after the bin Laden killing) was 49 percent, his economic job approval is stuck at 39 percent, with 55 percent disapproving.

5. Nevada (6 electoral votes). Republican strategist Mike Murphy wrote in Time last week that the presidential election is shaping up to be a battle of the economy, which favors Republicans, versus shifting demography, which favors Democrats.

Nowhere is that divide more evident than Nevada, the state with the highest unemployment rate, the highest rate of foreclosures, but a fast-growing Hispanic population where Democrats have performed well in both 2008 and, relatively speaking, 2010.

Lawmakers Sue Obama Over Libya

If former Massachusetts Gov. Mitt Romney is the nominee, Republicans believe he could be uniquely successful in the state. His business background could appeal to those suffering from the economic bust, and his Mormon faith should play well in a state where they make up about 8 percent of the population.

Honorable mention: Other states that Obama will have to work hard to hang onto include: 6) Virginia (13 electoral votes); 7) Pennsylvania (20 electoral votes); 8) Colorado (9 electoral votes); 9) New Hampshire (4 electoral votes); 10) Iowa (6 electoral votes).

Senate panel approves Panetta as defense chief (Reuters)

WASHINGTON (Reuters) ? The Senate Armed Services Committee unanimously approved Leon Panetta on Tuesday as the next Pentagon chief, a committee spokeswoman said, sending the nomination to the full Senate for consideration.

Panetta, nominated for the post by President Barack Obama, is the outgoing head of the Central Intelligence Agency.

He is expected to win a Senate floor vote in the near future as the next U.S. defense secretary but the exact timing of that vote is still uncertain.

Bethlehem schools shed 145 jobs in 2011-12 budget

They carried hope into East Hills Middle School. Because that's all Katie Devine, Jamie Ott and Kristine Grim had left. It was not enough.

Their hopes and their jobs as Freedom High School educators were dashed Monday when the Bethlehem Area School Board voted 6-3 to approve next year's $203.8 million budget, which eliminates 145 jobs and raises taxes 1.7 percent.

"We came tonight with last-minute hope," said Devine, 26, of Bethlehem, a now laid-off math teacher. "Many of us who were cut are super-dedicated to our jobs and this has not yet sunk in."

The job cuts include 49 teachers who were laid off and 39 other teaching jobs that are not being filled through attrition. Other cuts include eliminating parent liaisons who worked in the shuttered family centers and reducing teacher aides and hall monitors.

All told, the district shed nearly 8 percent of its payroll as it sought to eliminate or curtail several long-standing education programs to combat a massive reduction in state funding under Gov. Tom Corbett's proposed $27.3 billion budget.

After the meeting, Superintendent Joseph Roy said the job cuts could be reduced if more retirements or resignations come in this summer. He also said he never envisioned that his first budget as a superintendent would be so difficult.

"I knew it would be an extremely challenging budget season," Roy said. "I talked to veteran superintendents before I took the job, and no superintendent envisioned it being so difficult ? because of the state budget."

Under budget cuts, the administration and board killed middle school teacher teams that integrated curriculum across disciplines while teachers addressed academic, social and family needs of students. Officials also closed the preschool SPARK building and will offer fewer preschool classes in certain neighborhood elementary schools. The high schools also lost guidance counselors and dozens of electives after a 20-student minimum enrollment was established.

"I would not have gone through years of school while having a child if I thought I'd lose a job," said laid-off guidance counselor Grim, 31, of Breiningsville, as her 3-year-old daughter clung to her hand.

On the tax side, the millage rate rises 0.75 mills to 44.92 mills. Property owners will pay $57 more for a total of $3,369 for a home assessed at the district average of $75,000.

After the school tax is set, qualified homeowners will receive an average $176 tax rebate funded by casino gambling money issued by the state Homestead/Farmstead law. The state rebate has no bearing on the district's finances and does not factor into its budget.

Voting for the budget were: board President Michele Cann, Vice President Bill Burkhardt and Directors Michael Faccinetto, Gene McKeon, Aurea Ortiz and Rosie Amato, who voted via a teleconference call.

Voting no were Directors Loretta Leeson, Irene Follweiler and Benjamin M. Tenaglia III.

Ortiz said she was approving the budget even though she disagreed with the family center cuts, which eliminated many of the district's bilingual employees who worked as parent liaisons.

Leeson said she voted no because she did not think the administration had done an analysis on the educational benefits and detriments of middle school teaming before deciding to cut it. She also said the budget is financially unsustainable over coming years.

Leeson, however, did not mention the costs of a new teachers contract that she orchestrated by starting negotiations early while she was still board president. The three-year contract, approved in December, goes into effect in July and carries annual average raises of 3.9 percent.

Tenaglia cited the teachers contract, which he voted against, as one of his reasons for not supporting the budget.

Union President Jolene Vitalos, who did not attend the meeting, has said in the past that the contract will not cost extra money because the raises are offset by the 2011-12 job cuts.

As Ott stood in the hallway of East Hills, she declined to say whether she, as a young teacher, felt abandoned by the school board and her union, which did not vote on a pay freeze after Roy first announced job cuts in March.

"But it's obvious the positions were not saved," said Ott, 26, a laid-off English teacher with four years of experience. "So obviously the teachers were not the most important."

GOLD CUP: Canada fall at the death and USA overcomes finishing woes to advance

There are tough losses and then there?s what happened to Canada Tuesday night. Literally a fraction away from securing a spot in the knockout stages Panama pulled off a sobering goal to eliminate the Maple Leafs from the Gold Cup in the early game Tuesday night.

The loss will sting ? Canada who many felt were a favorite to advance ? for some time. Keying on the Gold Cup as an opportunity to show their talent on the regional stage, the Maple Leafs are left to wonder what if.

What if ?keeper Ian Hirschfield had trapped that final save? What if ? for all their attacking talent ? they could have generated more chances? What if Tim Howard doesn?t pull off two fantastic saves on Ali Gerba in game one?

For all their talent and all their attacking potential Canada fell because of their inability to generate and capitalize on solid chances. To make matters worse was that Panama started only five ?regulars?, resting players ahead of their weekend quarterfinal match against El Salvador ? who qualified on goal differential over Canada.

Now the Maple Leafs will focus on world cup qualifying and will have a year to figure out what went wrong in a tournament they looked primed to do well in.

USA leaves much to be desired in win
With the early result the USA needed just a result to clinch a quarterfinal spot. On the back of a Jozy Altidore 25 yard rocket the USA put in what could only be categorized as a frustrating performance in their 1-0 win over Guadeloupe.

Rest assured the USA dominated in all facets of the game. Truthfully, if it were not for Guadeloupe goalkeeper Franck Grandel ? who came up big for his team with a number of fantastic saves ? the score would have been lopsided. Yet the USA was uncertain and unimpressive in front of goal.

On a number of occasions US players had Grandel and the Guadeloupe defense beat for point blank chances and simply missed the target. The most infuriating miss came late in the second half when Clint Dempsey attempted to collect the ball and push it into an open net from two yards out only to be dispossessed at the moment of truth.

The questionable finishing was the only blemish on an otherwise dominant performance. From their end line to the edge of the Guadeloupe six yard box they were great. Inside the six ? not so much.

Stepping up in competition in Sunday?s match against Jamaica, ? who look dangerous and will pose problems with their speed ? the USA will have to figure out the formula to take advantage of those chances if it wants to beat the Reggae Boyz.

With the group stage over here?s how the quarterfinals look:
- Costa Rica v. Honduras Saturday 5PM ET, New Meadowlands Stadium, New Jersey (Telefutura)
- Mexico v. Guatemala? Saturday 8PM ET, New Meadowlands Stadium, New Jersey (Univision)
- Jamaica v. USA ? Sunday 3PM ET, RFK Stadium, Washington, D.C. (Fox Soccer Channel)
- Panama v. El Salvador ? Sunday 6PM ET, RFK Stadium, Washington, D.C. (Univision)

Check back in the next few days for previews of the quarterfinal matches.

Allergies rank fifth among prevailing chronic illnesses in the US-placing experienced allergists in high demand. Some Austin allergy doctors choose alternative healing methods to treat allergy related problems. Many people are unclear about whether alternative medicine is a replacement for traditional treatment but the effectiveness of a medication depends entirely on an individual?s body structure. For this reason, it?s important to see a qualified allergist.

Most Austin allergy doctors undergo specialized training for treatment of the immune system and problems pertaining to the respiratory tract. If you?re suffering from chronic asthma, you probably need an asthma specialist. It should be noted that asthmatics might often develop allergic reactions to other allergens as well. You should choose a trusted allergist who can offer timely relief from your symptoms.

Evaluation Guidelines for Austin Allergy Doctors

Since there are numerous allergy doctors in Austin, you should understand how to choose the best practitioner. Evaluate Austin allergy doctors on the following guidelines before trusting them with your medical health:

1. Check certifications: You need to check for accreditations and certifications of the allergist. If they are part of a healing practice, such as a clinic or wellness center, the practice?s authorizations should also be checked. If you select an allergist who practices alternative medicinal treatments, they should also be registered with a well-regarded medical authority.

2. Insurance plans: Find out which insurance plans are supported by the doctor or clinic. It?s important to check how much of your expenses would be covered and then decide on a doctor.

3. Hours and location: Find out if the business hours and location of the clinic conveniently fit your schedule. Make a list of Austin allergy doctors who operate from clinics in the near vicinity.

Bank of America hindered foreclosure review: filing (Reuters)

SAN FRANCISCO (Reuters) ? Bank of America Corp (BAC.N) unnecessarily burdened U.S. regulators who were reviewing the mortgage giant's foreclosure practices, according to a court filing.

Federal regulators and state attorneys general have been investigating bank mortgage practices that came to light last year, including the use of "robo-signers" to sign hundreds of unread foreclosure documents a day.

The Department of Housing and Urban Development inspector general's office conducted a review of the five largest mortgage servicers, including Bank of America, which is the biggest.

Departmental auditor William Nixon said BofA "significantly hindered" the review, according to a document filed in a lawsuit brought by the State of Arizona against the bank.

BofA was slow to provide documents and other information, Nixon said in a sworn declaration dated June 1.

"When interviews were permitted, the presence or involvement of the bank's attorneys limited the effectiveness of those interviews," Nixon said in the filing.

BofA spokesman Dan Frahm said any suggestion that the bank had not fully cooperated was inaccurate.

"We provided on-site and follow-up access to more than 55,000 pages of material and we voluntarily coordinated interviews and assisted with arranging depositions with two dozen employees," Frahm said in an email on Monday.

The inspector general's review found that banks did not have proper paperwork in place when filing to have the Federal Housing Administration reimburse them for federally insured loans on foreclosed properties that were sold for less than the remaining balance for the mortgages, according to a person familiar with settlement talks between the banks and regulators.

The state of Arizona filed its own lawsuit against Bank of America last year, accusing it of routinely misleading consumers about home loan modifications.

The case in the Superior Court of the State of Arizona, County of Maricopa is State of Arizona v. Countrywide Financial Corporation et al, CV2010-033580.

Police arrest 2 men near home of singer Joss Stone (AP)

LONDON ? Two men have been arrested near the rural home of singer Joss Stone on suspicion of conspiracy to rob and murder, police said Wednesday.

Devon and Cornwall Police say the men, aged 30 and 33, and from the Manchester area of northwest England, were arrested Monday morning near Stone's house in Cullompton, southwest England after residents reported a suspicious-looking vehicle.

Detective Inspector Steve Parker said the men "had in their possession information relating to an individual in the Cullompton area and items which lead us to suspect that they may have intended to commit a criminal offense."

The force would not confirm a report in The Sun newspaper that the men had swords, rope and a body bag, as well as maps and aerial photos of Stone's secluded property.

Parker said it was "important to stress that no properties have been burgled and no individuals have been harmed."

Police officers stood guard Wednesday outside the gates to the house, which is on a quiet country road.

Stone's London publicists, DWL, said the singer was aware of the arrests and was being kept up to date by the police.

They would not say whether 24-year-old Stone was at home when the men were arrested.

The men were being questioned Wednesday at a police station and have not been charged.

Stone came to fame in 2003 as a small-town teenager with a big, soulful voice, showcased on her best-selling debut album "The Soul Sessions."

She has also taken acting roles, including that of Henry VIII's fourth wife, Anne of Cleves, in TV drama "The Tudors."

With a fortune estimated last month by the Sunday Times Rich List at 9 million pounds ($14.6 million), she still lives in the southwestern county of Devon where she was raised.

She is a friend of Prince William and was a guest at his wedding to Kate Middleton in April.

home improvement blog | garden design ? Information Of Home ...

It is common knowledge that all plumbing, however well done, will last only for a few years and the pipes will have to be replaced thereafter. There are many reasons why re-piping will become necessary. Aging or deterioration in the quality of the pipes may cause low water pressure or rusty brownish water, or water seepage through the pipes. If your home is in a hard-water area, lime and other mineral deposits may cause flow problems like slow warming of water to hot or inconsistent water temperatures. In older houses where there are lead pipes, they may present a serious health hazard to children.

Plumbing systems do not suddenly create problems. Instead, its failure is gradual as the process of corrosion and scale forming inside and around copper pipes occurs over a period of time. The problems with scale buildup become more noticeable during the warm weather when water consumption is heavy. Activities such as watering the garden, washing the family car or filling the swimming pool require extended periods of water usage. And it is during these times that you are most likely to notice the water flow is not what it should be.

Copper and other metals naturally scale with age, reducing the diameter of the pipe and restricting water flow until only a trickle of water is able to pass through. Since there is no way to effectively reverse the scaling process with metallic piping systems, homeowners having no option but to re-pipe the entire system. The question that arises is when one should undertake Re-piping obviously should not wait until the leak starts. As soon as signs associated with degenerating pipes such as flakes of dark material are seen in the water, or the tap water flow becomes thin, or water pressure seems to decrease, it is time to replace the pipes.

A good way to determine if your pipes need repair or replacement is the ?Flow Test?. Turn on multiple faucets in your home and check for a significant drop in water pressure. Make sure to check showers, sinks, and outside faucets at the same time to check your water pressure. If you are unsure, it is best to call a plumber to check them professionally.

Re-piping is indeed a major house repair. Plumbing is time-consuming and at least a week of inconvenience in an average sized home is inevitable. You can expect about five days of inconvenience in an average sized home. Plumbing is time-consuming and may entail movement of furniture and opening up and patching of walls and ceilings. The only preparation needed before commencing re-piping work is to clear off any walls or clean out under the sinks and other area, such as closets, where the walls will be opened for the re-pipe installation.

There are a variety of materials one can choose from for the re-piping job. Several types of plastic including PVC are available, apart from copper piping. Copper is probably is the right choice, as it expands to accommodate frozen water.

Over a period of time, it has been found that copper is safe, strong and resists corrosion. Copper is also lightweight, flame-resistant, weather-proof and flexible which helps to minimize structural damage during installation. The Copper Development Association (CDA) created a 12-point plumbing test and copper was the only material that passed each test, out scoring the plastic alternatives.
