Top East Coast refiner restarting after Hurricane Sandy

NEW YORK (Reuters) - The biggest U.S. East Coast refinery in Philadelphia began restoring production after Hurricane Sandy on Tuesday and a smaller nearby plant operated without trouble as energy firms began assessing the storm's damage.

While some facilities were still plagued by power outages, the early reports suggested the region's fuel supplies could bounce back quickly after being almost completely halted ahead of Sandy, which came ashore on Monday evening with winds of up to 90 mph (144 kmph) and an almost 14-foot (4.2-metre) storm surge, causing widespread power outages.

Benchmark New York gasoline futures prices, which rallied more than 6 percent ahead of the storm as traders feared a disruption in supplies, dropped more than 2 percent or six cents on Tuesday as the focus shifted to the likely cut in fuel consumption due to grounded flights and empty roads. U.S. crude oil futures rose slightly, reversing Monday's dip.

Operations in the Philadelphia area appeared set to resume quickly. Philadelphia Energy Solutions' 330,000-barrel-per-day refinery, the biggest in the region, escaped damage and was restoring operations, the company said, confirming an earlier Reuters report. Industry intelligence group Genscape said its cameras detected the restart of key crude and vacuum distillation units in the Point Breeze section of the plant.

Delta Air Lines subsidiary Monroe Energy's 185,000 bpd Trainer, Pennsylvania, plant continued operating through the storm, and was expected to reach full rates next week after a major maintenance overhaul, a source said.

The situation will be a tricky for a few days. Phillips 66 reported a power outage at its 238,000-bpd Bayway, New Jersey, plant late on Monday, after it had been shut down as a precaution. Experts say that could slow the recovery at the plant, which was also seen as the most vulnerable to flooding.

"Bayway is probably the most exposed as it sits right out by the water and it's certainly in the path of the storm," said Matthew Partridge, downstream analyst at Wood Mackenzie in Houston. He said plants should be up "within a few days" if they escape damage, although it was too early to give an assessment.

As the storm moved north, a power outage shut Imperial Oil's 121,000 bpd Sarnia, Ontario refinery, but the company said it expected to restart units later in the day.

Colonial Pipeline, a conduit that supplies as much as 15 percent of the East Coast's 5.2 million bpd of gasoline, diesel and fuel demand from Gulf Coast refiners, said it had lost power at is Linden, New Jersey facility in New York Harbor, potentially thwarting efforts to resume pumping.

Three of the area's six key refineries shut down operations in advance of Sandy's landfall, while two more reduced operating rates, curtailing at least two-thirds of the region's capacity.

Major ports that supply the area with some 1 million bpd of imported fuel were starting to reopen. The Port of Boston opened without restrictions and was expected to unload a gasoline cargo later on Tuesday, an official said.

DEMAND DESTRUCTION

John Auers, senior vice president and refining specialist at Turner, Mason & Co. in Dallas, said East Coast plants, even those near the water, are better protected from potential flood damage than those that suffered weeks-long outages on the Gulf Coast following Hurricanes Katrina and Rita seven years ago.

But even well-prepared plants can face problems. Following Hurricane Isaac in August, Phillips 66 was forced to clear more than two feet of floodwater from its Alliance, Louisiana refinery, delaying its restart.

Most refineries have some on-site generation equipment that could help restore operations if there are power outages.

The largest risk may simply lie in restarting vast, intense equipment after a brief shutdown.

"You're talking about heating up oil to fairly high temperatures, putting it through processing units at high pressure," said Auers. "Anytime you interrupt that steady-state there is always the potential for issues."

The precautionary refinery closures were more widespread than during Hurricane Irene in August 2011, when only the Bayway plant shut completely.

PBF Energy is expected to ramp up its Delaware City refinery after minimal run-cuts later on Tuesday, a source said. Genscape said it had detected elevated levels of flaring at the Delaware City facility, similar to past events associated with minor operational issues.

PBF also curbed rates at its 180,000-bpd Paulsboro plant in southern New Jersey.

There was no word on Hess Corp's 70,000-bpd Port Reading, New Jersey refinery.

SUPPLIES STRETCHED, BUT DEMAND WEAK

Oil traders were already beginning to reconsider the run-up in fuel prices ahead of the storm. One trader offering to sell physical cargoes in the New York harbor market found no buyers on Monday.

That's despite the fact that fuel stockpiles, heating oil in particular, are unusually low for this time of year.

While awaiting news on fuel supplies, oil traders began totting up the impact on demand.

Airlines had canceled more than 13,700 flights for Sunday, Monday and Tuesday, including more than 7,600 for Monday alone, flight-tracking service FlightAware said. Jet fuel consumption of an estimated 170,000 bpd at the three major New York area airports ground to a halt.

Road travel was also limited by highway closures, with major bridges and tunnels shut down. Marine traffic at some of the nation's busiest ports was halted.

"Demand is going to be a lot lower this week, as not many people are going to be out there driving," said Partridge. "If this number of refineries went offline during the summer driving season gasoline prices would go through the roof."

Even if the refineries escape unscathed, damage to the vast network of oil terminals, pipelines and truck racks would complicate supply logistics.

NuStar Energy and Magellan Midstream Partners, two of the biggest players in the nation's pipeline and storage terminal business, also shut terminals along the East Coast.

"As a result, the distribution infrastructure, including pipelines and refined product terminals are extremely important and could hamper recovery efforts if significant amounts of this infrastructure is damaged," said Roger Ihne, principal in the oil and gas practice at consultancy Deloitte.

Obama camp slams Mourdock's 'demeaning? rape claim

Richard Mourdock, GOP candidate for Indiana's U.S. Senate seat, in a debate with Democrat Joe Donnelly and Libertarian??President Barack Obama's re-election campaign on Wednesday denounced GOP Indiana Senate candidate Richard Mourdock's "outrageous and demeaning" comments on rape and pressed Mitt Romney to repudiate his fellow Republican.

Mourdock said during a debate on Tuesday that pregnancies resulting from rape are "something that God intended to happen." He supports access to abortion only when the woman's life is in danger.

"The president felt those comments were outrageous and demeaning to women," Obama campaign spokeswoman Jen Psaki told reporters aboard Air Force One as the president embarked on a blitz through battleground states.

"This is a reminder that a Republican Congress working with a Republican president Mitt Romney would feel that women should not be able to make choices about their own health care," she said, quick to turn the comment into a weapon against the GOP challenger. Shortly after Mourdock's debate, Romney campaign spokeswoman Andrea Saul released a statement saying that the former Massachusetts governor "disagrees with Richard Mourdock's comments, and they do not reflect his views."

But Psaki said that "this is an issue where Mitt Romney is starring in an ad for this senator and it is perplexing that he wouldn't demand to have that ad taken down."

"I think it is clear that Mitt Romney, that many Republicans who are running for office, including him, including Mr. Mourdock, have very extreme positions on issues that women care deeply about in this country," Psaki added.

"If they have the opportunity to be partners, in the White House and in the Senate," she said, "then that is something that women should [be concerned] about as they are going to the voting booth."

Women?especially single women?were a critical part of Obama's history-making 2008 coalition. The embattled incumbent hopes they will help him edge out Romney this year in what both sides predict will be a razor's edge election.

South Florida colleges ranked on sexual health

Sexual well-being for student bodies at Florida Atlantic University in Boca Raton and Florida International University in Miami is on the rise, according to a report from Trojan Condoms.

For the seventh year, the prophylactic manufacturer ranked 141 U.S. colleges on how healthy students' sex life is. The company based rankings on the amount of sexual health information and resources available on campus.

FAU was ranked 31, up 22 spots from its 2011 standing. FIU was listed at 56, up 20 points. But sexual health at the University of Miami flagged, dropping two spots to number 61.

The positive momentum for the U.S. housing market continues Tuesday.

U.S. home prices rose 1.3% in the third quarter versus the second quarter and jumped 3.2% from the same period in 2011, according to Zillow's latest Real Estate Market Report.

The quarterly gain marks the fourth consecutive month of rising home values and the best uptick in prices since the housing slowdown began in March 2006.

"Nationally, the housing market is on the mend," says Zillow's chief economist Stan Humphries in an interview with The Daily Ticker. "We are actually seeing not only a pretty strong performance in home values but also a consistent performance now."

While home prices are up 3.2% on the year, Humphries expects growth to moderate next year. The real estate Web site predicts home values will increase 1.7% over the next twelve months because of the high number of homeowners who are underwater on their mortgage.

Even though home values continue to rise nationally, it will remain an uneven recovery for some time, notes Humphries. It's all dependent on the market. For example, home prices are up in large metros like New York, Los Angeles, Washington D.C. and Miami but are down considerably in areas like Atlanta and Philadelphia.

"Real estate has always been very local" except during the housing crash when most markets were in decline, says Humphries. "But now I think the local dynamics are really reasserting themselves."

Many political battleground states were also in the red last quarter, including New Hampshire, North Carolina, Ohio, Virginia and Wisconsin.

"It is stunning to me how little we are talking about housing in the presidential election," says Humphries. "I think part of it is because while we are seeing some good news on the housing front overall."

Humphries says the housing market is still down 21% from its peak, one reason why the president may not be talking about housing as much as he could be. Moreover, because Obama has pursued centrist housing policies, it makes it difficult for the Republican candidate Mitt Romney to tout policies that very conservative, says Humphries.

Of the 252 markets that the Zillow Home Value Forecast follows, 183 have already "hit bottom" and 41 more are expected to hit a low point in 2013.

"[Overall] it's been a long time since we've seen a housing market this good," Humphries adds.

Britney Spears' Wedding May Have Suspiciously Perfect Timing

britney spears x factorNow that her ex Justin Timblerlake is a married man, guess it's time for Britney Spears to get with it and say "I do" to her agent-turned-fiance Jason Trawick! According to the rumor mill, Brit and Jason -- who have been engaged since his b-day last December -- are planning to wed in "mere weeks."

According to a source in the Mirror (a U.K. tabloid, so take it as you will), Britney "put a treadmill into her X Factor ?dressing room and is making sure she?s ?jogging as often as she can. She?s taking her look ?incredibly seriously and has said she will ?dazzle with her outfits and her body on the live finals of X ?Factor. It?s very much a countdown to the nuptials right now ... We?re ?talking within weeks." Sounds like perfect timing!

After all, the last few weeks couldn't have been stress-free for the star. Although we've heard she's sheltered as much as possible, I wouldn't be surprised if she's had to face some nasty details and accusations coming out of the ongoing trial involving her former manager Sam Lutfi. And then, of course, the love of her life ex-BF JT goes to Italy and finally gets hitched to Jessica Biel. Not that marriage should ever be a Band-Aid for anything, but I can imagine having her wedding to Jason happen sooner rather than later would certainly be a pick-me-up.

Apparently, she doesn't really need it to be, according to the Mirror's source, who reports:

[Britney]?s got her groove back. X Factor has given her a new lease on life. She wants to show people what originally made her so famous again.

Playing the part of the stunning, beaming, completely content bride in her third-time's-the-charm wedding definitely seems like one way to do that!

AT&T training document suggests ISPs are gearing up to beat piracy with internet restrictions

The fact that ISPs are working with the RIAA in a bid to squash piracy is far from new. A leaked document claiming to be AT&T training materials, however, suggests that the operator is about to stop talking, and start doing. According to TorrentFreak notifications will be sent out to customers on November 28th about the change in policy, with those suspected of illicit downloads receiving an email alerting them of the possible copyright infringement. We'd previously heard of a six-stage notification system, and this, too, is mentioned here with repeat offenders facing access to "many of the most frequently visited websites" restricted. Even stranger, is the talk of having to complete an online tutorial about copyright to get the restrictions lifted. As AT&T is part of the MPAA and RIAA-backed Center for Copyright Information, it's likely that the other members (Verizon, Comcast, Time Warner Cable and Cablevision), will be prepping similar plans. We've asked AT&T for confirmation directly, but for now keep an eye on the mail.

Scientists discover that shape matters in DNA nanoparticle therapy

Researchers from Johns Hopkins and Northwestern universities have discovered how to control the shape of nanoparticles that move DNA through the body and have shown that the shapes of these carriers may make a big difference in how well they work in treating cancer and other diseases.

This study, to be published in the Oct. 12 online edition of the journal Advanced Materials, is also noteworthy because this gene therapy technique does not use a virus to carry DNA into cells. Some gene therapy efforts that rely on viruses have posed health risks.

"These nanoparticles could become a safer and more effective delivery vehicle for gene therapy, targeting genetic diseases, cancer and other illnesses that can be treated with gene medicine," said Hai-Quan Mao, an associate professor of materials science and engineering in Johns Hopkins' Whiting School of Engineering.

Mao, co-corresponding author of the Advanced Materials article, has been developing nonviral nanoparticles for gene therapy for a decade. His approach involves compressing healthy snippets of DNA within protective polymer coatings. The particles are designed to deliver their genetic payload only after they have moved through the bloodstream and entered the target cells. Within the cells, the polymer degrades and releases DNA. Using this DNA as a template, the cells can produce functional proteins that combat disease.

A major advance in this work is that Mao and his colleagues reported that they were able to "tune" these particles in three shapes, resembling rods, worms and spheres, which mimic the shapes and sizes of viral particles. "We could observe these shapes in the lab, but we did not fully understand why they assumed these shapes and how to control the process well," Mao said. These questions were important because the DNA delivery system he envisions may require specific, uniform shapes.

To solve this problem, Mao sought help about three years ago from colleagues at Northwestern. While Mao works in a traditional wet lab, the Northwestern researchers are experts in conducting similar experiments with powerful computer models.

Erik Luijten, associate professor of materials science and engineering and of applied mathematics at Northwestern's McCormick School of Engineering and Applied Science and co-corresponding author of the paper, led the computational analysis of the findings to determine why the nanoparticles formed into different shapes.

"Our computer simulations and theoretical model have provided a mechanistic understanding, identifying what is responsible for this shape change," Luijten said. "We now can predict precisely how to choose the nanoparticle components if one wants to obtain a certain shape."

The use of computer models allowed Luijten's team to mimic traditional lab experiments at a far faster pace. These molecular dynamic simulations were performed on Quest, Northwestern's high-performance computing system. The computations were so complex that some of them required 96 computer processors working simultaneously for one month.

In their paper, the researchers also wanted to show the importance of particle shapes in delivering gene therapy. Team members conducted animal tests, all using the same particle materials and the same DNA. The only difference was in the shape of the particles: rods, worms and spheres.

"The worm-shaped particles resulted in 1,600 times more gene expression in the liver cells than the other shapes," Mao said. "This means that producing nanoparticles in this particular shape could be the more efficient way to deliver gene therapy to these cells."

The particle shapes used in this research are formed by packaging the DNA with polymers and exposing them to various dilutions of an organic solvent. DNA's aversion to the solvent, with the help of the team's designed polymer, causes the nanoparticles to contract into a certain shape with a "shield" around the genetic material to protect it from being cleared by immune cells.

Actor, TV host Gary Collins dies at 74

BILOXI, Miss. (AP) ? Gary Collins, an actor, television show host and former master of ceremonies for the Miss America Pageant, has died. He was 74.

Collins, a resident of Biloxi, Miss., died of natural causes just before 1 a.m. Saturday after he was brought to Biloxi Regional Medical Center, according to Harrison County Coroner Gary Hargrove.

During the 1980s, Collins hosted the Miss America pageant and TV's "Hour Magazine."

As an actor he appeared in numerous movies and TV shows dating back to the 1960s. He was a cast member of the series "The Wackiest Ship in the Army" in the 1960s, and the star of the series "The Sixth Sense" in the 1970s.

Will You See This Movie?: First-Time Writer and 'Jawbreaker ...

Last spring, George Northy was working at an ad agency and chipping away at a screenplay, "G.B.F.," about a school with a new trend: All the girls need to have this season's hottest accessory of a gay best friend.

"G.B.F." focuses on two closeted gay high school students -- one shy but flamboyant, one more reserved. When shy guy Tanner is outed, he is picked up by the cool girls and he begins to surpass still-closeted Brent in popularity.

Northy searched the Internet for LGBT screenwriting competitions and turned up listings for Outfest's Screenwriting Lab and NewFest's NewDraft Screenplay Contest (full disclosure: I headed it at the time). By the time both festivals came around last summer, Northy was a finalist for both.?

Guinevere Turner, who has been involved with the Outfest Lab for some time, sent the script for "G.B.F." to Darren Stein ("Jawbreaker"). Stein told Indiewire, "I thought, since it came from Guinevere, that it would be a dark script. I read it and I was laughing out loud. It felt like a classic teen movie. It jumped off the page in a way that most screenplays don't. It was so snarky and smart, about something close to my heart and culturally relevant. It wasn't message-y or preachy.? I was very, very excited. It's very rare to laugh out loud reading a script."

After reading the script, Stein knew he would not only direct the Outfest reading of a scene (which attracted Raven Symon? to the table read), he also knew he wanted to make this film. According to Northy, "He called me immediately after he read it.? He said, 'Let's do this reading thing, but let's also make this.' I was so surprised. I didn't have to really go out there and really trudge around. Once Darren got it to his manager, who became my manager, she got people on board, including investors."?

The team also gathered producing help quickly from the Outfest Lab in the form of Stephen Israel and Steven Bever.? Though Stein told Northy he'd make the film with $100,000 if need be, the team was fairly successful in raising funds for the film.?

For Stein, the teen movie genre holds a special place. After describing "G.B.F." by saying it's as if "'Heathers,' 'Mean Girls,' 'Jawbreaker,' all the John Hughes movies were put into a blender, masticated and came out the other end," he continued. "You see all the influences, but it's also something new and fresh."?

Speaking of his attraction to films about high school, Stein said, "Everyone goes to high school. You can play out bigger dramas in a place where you're coming of age and feel unformed as a human being. You're going through puberty, you want to lose your virginity, you're awkward looking, you're not one of the cool kids."? He continued, explaining his own experience as a teenager, "I went to an all-boys prep school. All I did was study, I didn't have an exciting high school experience. I guess my escape were these films, these fantasies of a high school experience where people were hooking up and losing their virginity."?

Stein and Northy are incredibly happy with the 18-day shoot, which just finished in Los Angeles. Michael J. Willett ("United States of Tara") stars as Tanner; Paul Iacono ("The Hard Times of RJ Berger") is Brent. A trio of snarky, popular girls is played by Andrea Bowen ("Desparate Housewives"), Xosha Roquemore (whose "fluorescent beige" line in "Precious" was one of that film's most memorable moments) and Sasha Pieterse ("Pretty Little Liars"). Pop star JoJo stars as the President of the Gay Straight Alliance. "Will and Grace" alum Megan Mullally plays Brent's mother and Natasha Lyonne and Horatio Sanz play the Gay Straight Alliance advisor and school principal, respectively.

Northy was in awe of how it looked to see his words come to life, thanking the work of costume designer Kit "Pistol" Scarbo ("Project Runway"), production designer Michael Fitzgerald and DP Jonathan Hall ("Teen Wolf" and "Walking Dead").?

The team is hard at work editing the film, which they're looking to debut at a festival in early 2013. Northy is on leave from his job in advertising, with no immediate plans to return.

A heartbeat away: Why you should watch the VP debate

DES MOINES, Iowa?It has been 77 years since Franklin Roosevelt died of a cerebral hemorrhage in Warm Springs, Ga., and 49 years since John Kennedy was assassinated in Dallas. This is the longest stretch of presidential health and survival since John Tyler moved into the White House following the death of William Henry Harrison just 30 days after he was inaugurated in 1841.

So as Joe Biden and Paul Ryan take the stage in Kentucky tonight for the lone vice presidential debate of 2012, it is understandable that most voters view the job as an assistant president rather than in traditional constitutional terms. Who wants to dwell on theoretical tragedy? It is wrenching to contemplate a transition that Harry Truman described in 1945 as, ?I felt like the moon, the stars and all the planets had fallen on me.?

If either Biden or Ryan were ever to ascend to the presidency in the next four years, he would govern with a different style and emphasis than the man he succeeded. This is not surprising since both Biden and Ryan were selected to balance their tickets.

In 2008, Biden was tapped because he offered something that Barack Obama lacked?more than half a lifetime in the Senate and national security expertise earned as the chairman of the Foreign Relations Committee. In similar fashion, Ryan filled a gap in Mitt Romney?s r?sum?. Not only did the Republican running mate provide seven terms of congressional experience, but Ryan also has displayed an ideological constancy (with, admittedly, a few deviations) at odds with Romney?s zigzag political journey.

Nearly five years ago?here in Iowa during the run-up to the January 2008 Democratic caucuses?I watched Senator Biden of Delaware make his second attempt to become President Biden. (In 1987, Biden withdrew from the presidential race after he was caught plagiarizing a campaign speech from British Labor Party leader Neil Kinnock). Even though Biden corralled only 1 percent of the vote in the 2008 Iowa caucuses, his strong performances on the stump and in the Democratic debates made him appear like a plausible president.

That half-forgotten Iowa campaign provides a window into how Biden might approach the presidency. For all his liberal pedigree, Biden at his core reflects his 36 years in the Senate as a legislative dealmaker. In contrast to Barack Obama and Hillary Clinton, Biden?s 2007 health-care plan was based on a series of incremental steps beginning with providing catastrophic coverage for all Americans. What matters now are not the policy details, but rather Biden?s pragmatic emphasis on what seemed at the time to be legislatively achievable rather than historic.

Under President Biden, foreign policy would probably follow the broad contours of the Obama administration. But Biden?s record, dating back to the Vietnam War, reflects a sadder-but-wiser awareness of the limitations of American military action. In 2006, during the Bush administration, Biden proposed scaling back American ambitions in Iraq by partitioning the country into Kurdish, Sunni and Shiite regions. In the Obama White House, Biden was the leading in-house dissenter arguing against an expanded American military mission in Afghanistan.

The biggest difference between Obama and Biden would be presidential temperament. Biden is (warning: startling revelation ahead) garrulous and not a loner like Obama. As president, Biden would not lavish more time on his daily exercise routine than chatting informally with congressional leaders.

But the bipartisan Senate of Ted Kennedy and Bob Dole?the Senate that framed Biden?s public career?no longer exists. It is illustrative that Biden?s 2011 budget negotiations with a group of Senate moderates, the Gang of Six, ended in failure. But in contrast to every president since Lyndon Johnson (with the conspicuous exception of Jerry Ford), Biden remains a creature of Capitol Hill. Legislative gridlock might endure under President Biden, but the White House undoubtedly would be far more energetic in its efforts to unsnarl the congressional traffic jam.

Envisioning President Ryan is understandably far more difficult because until recently he was, in effect, Private Ryan to most voters. What seems evident, though, is that in the White House, the 42-year-old Ryan would be more emotionally accessible than either Obama or Romney. Campaigning in the Mississippi River town of Dubuque, Iowa, last week, Ryan referred to his roots in nearby Wisconsin when he said: ?A lot of people I grew up with?a lot of friends of mine?are in between jobs. You know, they lost their jobs at our GM plant or at some other factories.?

Taming the deficit presumably would be the centerpiece of a Ryan presidency, as his chairmanship of the House Budget Committee was the credential that vaulted him onto the Republican ticket. The Ryan budget (a phrase that we are apt to hear many times from Biden during tonight?s debate) would have gradually turned Medicare into a voucher program and shrunk Medicaid into a block grant to the states. But in the House?unlike many conservative purists?Ryan displayed enough ideological flexibility and enough awareness of Wisconsin?s economy to vote for the 2008 Wall Street bailout and for Obama?s rescue of the auto industry.

In one important respect, though, President Ryan would probably have more political independence than Romney. Trusted by conservatives in a way that Romney is not, Ryan would not need to spend his entire time in the White House watching his right flank and worrying about a Republican primary challenger in 2016.

It remains a stretch to imagine Ryan presiding over a Nixon-goes-to-China, against-the-grain deficit deal that includes (get the smelling salts?Republicans have fainted) tax increases as well as budget cuts. But because of his budget-hawk plumage, Ryan would probably retain enough credibility with his party?s base to explain that such a bipartisan bargain was the best deal attainable.

There is always an aura of unreality to the second-banana debates that began in 1976 with Bob Dole railing against ?Democrat wars.? What is almost never discussed is how vice presidents envision their role in the White House, which can be anything from a Dick Cheney shadow presidency to a Dan Quayle cipher.

Instead, tonight?s debate is more of a sporting event pitting the Obama Oval Offices against the Romney Raiders. Maybe it is better that way. No one likes to contemplate the literal meaning of the phrase, ?a heartbeat away from the presidency.?

But sad a notion as it may be, the framers of the Constitution created the second highest job in the land for reasons that went beyond providing the president with a loyal sidekick. And that is why two potential presidents?Joe Biden and Paul Ryan?will be duking it out in Danville tonight.?
