States in play: 5 Obama states that the GOP could win back (Exclusive to Yahoo! News)

President Obama won 365 electoral votes in 2008, but with a struggling economy, his campaign is focused on defending the gains he made.
National journal interviewed 10 veteran Democratic and Republican strategists to get their sense of which states will be toughest for Obama to hang onto. Based on their feedback, here's the list of the five states that supported Obama in 2008 that are most likely to vote Republican:
1. Indiana (11 electoral votes). That the president's advisers are privately downplaying their chances of recapturing the traditional GOP stronghold?and talking up, instead, his chances in other longer-shot states like Arizona and Georgia?is a clear sign the Hoosier State is looking out of reach. Democrats took it on the chin during the midterms, losing a Senate seat and two of the state's nine House seats. The recession has hit Indiana particularly hard: Unemployment hovers near 10 percent.
2. North Carolina (15 electoral votes). Obama traveled to Durham this week to make his case for reelection?the latest sign that the White House views the Tar Heel State as squarely in play for 2012.? It fits to a tee the profile of the states Obama is targeting?diverse, well-educated, with a growing proportion of its population in cities and suburbs.? The Democratic convention is being held in Charlotte, which should excite the home-state base.
But underneath those encouraging indicators are telltale signs that recapturing North Carolina is easier said than done. Obama won the state by a razor-thin, 14,000-vote margin in 2008, thanks to record black and youth turnout. With unemployment at 9.7 percent and the recession disproportionately affecting those groups, it's hard to foresee that same level of enthusiasm again.
Other factors don't bode well for Obama, either: the state's Democratic governor, Bev Perdue, has struggled with low approval ratings and faces the likelihood of a tough challenge from former Charlotte Mayor Pat McCrory. The state's most prominent Democratic politician, former presidential candidate and Sen. John Edwards, might be on trial around the time of the president's reelection campaign.

3. Florida (29 electoral votes). The Sunshine State's 10.7 percent unemployment rate is the nation's fourth highest. Little has improved economically since the 2010 midterms, when Democrats lost the governor and Senate contests, and saw four Democratic House seats flip to the GOP. For a president who won Florida by just a three-point margin in 2008, that's not a recipe for success.
Two other major warning signs for Obama: His handling of Israel has hurt him with the traditionally Democratic Jewish community, which makes up a small but significant part of the Florida vote. That could be pivotal in a close race.

Another factor playing to the GOP's advantage: Marco Rubio. The freshman senator has kept a low profile since being elected to the Senate, but he looks like a leading contender to emerge as the GOP presidential nominee's running mate. If he were to be selected, he'd be the first Hispanic candidate on a national ticket. Just as Sen. Joe Lieberman's status as the first Jewish nominee on a major-party ticket helped his presidential running mate, Democrat Al Gore, compete in Florida in 2000, Rubio on the ticket would have a similar halo effect for Republicans.
4. Ohio (18 electoral votes). Talk to enough Democratic strategists who have worked in the Buckeye State and you'll inevitably hear anxiety about the president's standing here.? Obama has visited Ohio more than any other battleground state since being elected, but it hasn't made much of a difference in his poll numbers. Obama's message that the economy has been turning a corner has been off key with a blue-collar electorate that hasn't been feeling much of a recovery.
The president's pitch on saving the domestic auto companies from bankruptcy is targeted at a manufacturing state like Ohio, but the argument seems to be falling on deaf ears. It's a tough sell?one Democratic strategist who ran races in Ohio last year lamented that, even in Democratic-friendly districts, the auto-bailout message was a losing issue in focus groups.
The One Issue That Gets Obama to Raise His Voice
A Quinnipiac poll, conducted from May 10-16, shows the challenges Obama faces in Ohio. While his overall approval rating (right after the bin Laden killing) was 49 percent, his economic job approval is stuck at 39 percent, with 55 percent disapproving.
5. Nevada (6 electoral votes). Republican strategist Mike Murphy wrote in Time last week that the presidential election is shaping up to be a battle of the economy, which favors Republicans, versus shifting demography, which favors Democrats.
Nowhere is that divide more evident than Nevada, the state with the highest unemployment rate, the highest rate of foreclosures, but a fast-growing Hispanic population where Democrats have performed well in both 2008 and, relatively speaking, 2010.

If former Massachusetts Gov. Mitt Romney is the nominee, Republicans believe he could be uniquely successful in the state. His business background could appeal to those suffering from the economic bust, and his Mormon faith should play well in a state where they make up about 8 percent of the population.
Honorable mention: Other states that Obama will have to work hard to hang onto include: 6) Virginia (13 electoral votes); 7) Pennsylvania (20 electoral votes); 8) Colorado (9 electoral votes); 9) New Hampshire (4 electoral votes); 10) Iowa (6 electoral votes).

Senate panel approves Panetta as defense chief (Reuters)
WASHINGTON (Reuters) ? The Senate Armed Services Committee unanimously approved Leon Panetta on Tuesday as the next Pentagon chief, a committee spokeswoman said, sending the nomination to the full Senate for consideration.
Panetta, nominated for the post by President Barack Obama, is the outgoing head of the Central Intelligence Agency.
He is expected to win a Senate floor vote in the near future as the next U.S. defense secretary but the exact timing of that vote is still uncertain.

Bethlehem schools shed 145 jobs in 2011-12 budget
They carried hope into East Hills Middle School. Because that's all Katie Devine, Jamie Ott and Kristine Grim had left. It was not enough.
Their hopes and their jobs as Freedom High School educators were dashed Monday when the Bethlehem Area School Board voted 6-3 to approve next year's $203.8 million budget, which eliminates 145 jobs and raises taxes 1.7 percent.
"We came tonight with last-minute hope," said Devine, 26, of Bethlehem, a now laid-off math teacher. "Many of us who were cut are super-dedicated to our jobs and this has not yet sunk in."
The job cuts include 49 teachers who were laid off and 39 other teaching jobs that are not being filled through attrition. Other cuts include eliminating parent liaisons who worked in the shuttered family centers and reducing teacher aides and hall monitors.
All told, the district shed nearly 8 percent of its payroll as it sought to eliminate or curtail several long-standing education programs to combat a massive reduction in state funding under Gov. Tom Corbett's proposed $27.3 billion budget.
After the meeting, Superintendent Joseph Roy said the job cuts could be reduced if more retirements or resignations come in this summer. He also said he never envisioned that his first budget as a superintendent would be so difficult.
"I knew it would be an extremely challenging budget season," Roy said. "I talked to veteran superintendents before I took the job, and no superintendent envisioned it being so difficult ? because of the state budget."
Under budget cuts, the administration and board killed middle school teacher teams that integrated curriculum across disciplines while teachers addressed academic, social and family needs of students. Officials also closed the preschool SPARK building and will offer fewer preschool classes in certain neighborhood elementary schools. The high schools also lost guidance counselors and dozens of electives after a 20-student minimum enrollment was established.
"I would not have gone through years of school while having a child if I thought I'd lose a job," said laid-off guidance counselor Grim, 31, of Breiningsville, as her 3-year-old daughter clung to her hand.
On the tax side, the millage rate rises 0.75 mills to 44.92 mills. Property owners will pay $57 more for a total of $3,369 for a home assessed at the district average of $75,000.
After the school tax is set, qualified homeowners will receive an average $176 tax rebate funded by casino gambling money issued by the state Homestead/Farmstead law. The state rebate has no bearing on the district's finances and does not factor into its budget.
Voting for the budget were: board President Michele Cann, Vice President Bill Burkhardt and Directors Michael Faccinetto, Gene McKeon, Aurea Ortiz and Rosie Amato, who voted via a teleconference call.
Voting no were Directors Loretta Leeson, Irene Follweiler and Benjamin M. Tenaglia III.
Ortiz said she was approving the budget even though she disagreed with the family center cuts, which eliminated many of the district's bilingual employees who worked as parent liaisons.
Leeson said she voted no because she did not think the administration had done an analysis on the educational benefits and detriments of middle school teaming before deciding to cut it. She also said the budget is financially unsustainable over coming years.
Leeson, however, did not mention the costs of a new teachers contract that she orchestrated by starting negotiations early while she was still board president. The three-year contract, approved in December, goes into effect in July and carries annual average raises of 3.9 percent.
Tenaglia cited the teachers contract, which he voted against, as one of his reasons for not supporting the budget.
Union President Jolene Vitalos, who did not attend the meeting, has said in the past that the contract will not cost extra money because the raises are offset by the 2011-12 job cuts.
As Ott stood in the hallway of East Hills, she declined to say whether she, as a young teacher, felt abandoned by the school board and her union, which did not vote on a pay freeze after Roy first announced job cuts in March.
"But it's obvious the positions were not saved," said Ott, 26, a laid-off English teacher with four years of experience. "So obviously the teachers were not the most important."

The loss will sting ? Canada who many felt were a favorite to advance ? for some time. Keying on the Gold Cup as an opportunity to show their talent on the regional stage, the Maple Leafs are left to wonder what if.
What if ?keeper Ian Hirschfield had trapped that final save? What if ? for all their attacking talent ? they could have generated more chances? What if Tim Howard doesn?t pull off two fantastic saves on Ali Gerba in game one?
For all their talent and all their attacking potential Canada fell because of their inability to generate and capitalize on solid chances. To make matters worse was that Panama started only five ?regulars?, resting players ahead of their weekend quarterfinal match against El Salvador ? who qualified on goal differential over Canada.
Now the Maple Leafs will focus on world cup qualifying and will have a year to figure out what went wrong in a tournament they looked primed to do well in.
USA leaves much to be desired in win
With the early result the USA needed just a result to clinch a quarterfinal spot. On the back of a Jozy Altidore 25 yard rocket the USA put in what could only be categorized as a frustrating performance in their 1-0 win over Guadeloupe.
Rest assured the USA dominated in all facets of the game. Truthfully, if it were not for Guadeloupe goalkeeper Franck Grandel ? who came up big for his team with a number of fantastic saves ? the score would have been lopsided. Yet the USA was uncertain and unimpressive in front of goal.
On a number of occasions US players had Grandel and the Guadeloupe defense beat for point blank chances and simply missed the target. The most infuriating miss came late in the second half when Clint Dempsey attempted to collect the ball and push it into an open net from two yards out only to be dispossessed at the moment of truth.
The questionable finishing was the only blemish on an otherwise dominant performance. From their end line to the edge of the Guadeloupe six yard box they were great. Inside the six ? not so much.
Stepping up in competition in Sunday?s match against Jamaica, ? who look dangerous and will pose problems with their speed ? the USA will have to figure out the formula to take advantage of those chances if it wants to beat the Reggae Boyz.

Bank of America hindered foreclosure review: filing (Reuters)
SAN FRANCISCO (Reuters) ? Bank of America Corp (BAC.N) unnecessarily burdened U.S. regulators who were reviewing the mortgage giant's foreclosure practices, according to a court filing.
Federal regulators and state attorneys general have been investigating bank mortgage practices that came to light last year, including the use of "robo-signers" to sign hundreds of unread foreclosure documents a day.
The Department of Housing and Urban Development inspector general's office conducted a review of the five largest mortgage servicers, including Bank of America, which is the biggest.
Departmental auditor William Nixon said BofA "significantly hindered" the review, according to a document filed in a lawsuit brought by the State of Arizona against the bank.
BofA was slow to provide documents and other information, Nixon said in a sworn declaration dated June 1.
"When interviews were permitted, the presence or involvement of the bank's attorneys limited the effectiveness of those interviews," Nixon said in the filing.
BofA spokesman Dan Frahm said any suggestion that the bank had not fully cooperated was inaccurate.
"We provided on-site and follow-up access to more than 55,000 pages of material and we voluntarily coordinated interviews and assisted with arranging depositions with two dozen employees," Frahm said in an email on Monday.
The inspector general's review found that banks did not have proper paperwork in place when filing to have the Federal Housing Administration reimburse them for federally insured loans on foreclosed properties that were sold for less than the remaining balance for the mortgages, according to a person familiar with settlement talks between the banks and regulators.
The state of Arizona filed its own lawsuit against Bank of America last year, accusing it of routinely misleading consumers about home loan modifications.
The case in the Superior Court of the State of Arizona, County of Maricopa is State of Arizona v. Countrywide Financial Corporation et al, CV2010-033580.

Police arrest 2 men near home of singer Joss Stone (AP)
LONDON ? Two men have been arrested near the rural home of singer Joss Stone on suspicion of conspiracy to rob and murder, police said Wednesday.
Devon and Cornwall Police say the men, aged 30 and 33, and from the Manchester area of northwest England, were arrested Monday morning near Stone's house in Cullompton, southwest England after residents reported a suspicious-looking vehicle.
Detective Inspector Steve Parker said the men "had in their possession information relating to an individual in the Cullompton area and items which lead us to suspect that they may have intended to commit a criminal offense."
The force would not confirm a report in The Sun newspaper that the men had swords, rope and a body bag, as well as maps and aerial photos of Stone's secluded property.
Parker said it was "important to stress that no properties have been burgled and no individuals have been harmed."
Police officers stood guard Wednesday outside the gates to the house, which is on a quiet country road.
Stone's London publicists, DWL, said the singer was aware of the arrests and was being kept up to date by the police.
They would not say whether 24-year-old Stone was at home when the men were arrested.
The men were being questioned Wednesday at a police station and have not been charged.
Stone came to fame in 2003 as a small-town teenager with a big, soulful voice, showcased on her best-selling debut album "The Soul Sessions."
She has also taken acting roles, including that of Henry VIII's fourth wife, Anne of Cleves, in TV drama "The Tudors."
With a fortune estimated last month by the Sunday Times Rich List at 9 million pounds ($14.6 million), she still lives in the southwestern county of Devon where she was raised.
She is a friend of Prince William and was a guest at his wedding to Kate Middleton in April.
